Abstract
ABSTRACT Problem Statement/Background (GAP): The author focuses on the problem of billboard installations that are not in accordance with the master plan, are not licensed, interfere with Public Order and Public Tranquility and are still found in Badung Regency. Purpose: The purpose of this study is to determine the performance, supporting and inhibiting factors of the Pamong Praja Police Unit Performance in Controlling Billboards in Badung Regency, Bali Province. Method: The research method used is descriptive qualitative research and with data collection techniques using interviews, observation, and documentation. Result: From the research conducted by the author, the results obtained are that the performance of the Civil Service Police Unit in controlling billboards in Badung Regency, Bali Province is quite good where in 2020 the achievement of target indicators was realized at 95.26% and in 2021 the realization was 100%. Supporting factors are the existence of adequate facilities and infrastructure support, the availability of billboard data collection reports from related agencies, and the high commitment of Satpol PP officers and the Badung Regency billboard team. The inhibiting factors are the inadequate number of Satpol PP personnel (limited), the large area of Badung Regency, and billboard organizers who do not comply with the regulations or regulations for billboard implementation. Conclusion: The performance of Satpol PP in controlling billboards is increasingly important Satpol PP Badung Regency continues to increase efforts to control unauthorized and expired billboards. Currently, the demolition of billboards is centered in the southern region of Badung Regency. This was done to welcome the organization of the G20 Summit which was held in the Southern Area of Badung. This is a form of readiness of the Badung Regency Government as the host of the G20 implementation, so that the Badung area used for international activities can look clean through early inspection. Keywords: Performance, Civil Service Police Unit, Avertising ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan tentang pemasangan reklame yang tidak sesuai dengan masterplan, tidak berijin, menggangu Keteretiban Umum dan Ketentraman Masyarakat hingga kini masih ditemukan di Kabupaten Badung. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui mengetahui kinerja, faktor pendukung serta penghambat Kinerja Satuan Polisi Pamong Praja dalam Penertiban Reklame di Kabupaten Badung Provinsi Bali. Metode: Metode penelitian yang digunakan adalah penelitian kualitatif deskriptif dan dengan teknik pengumpulan data menggunakan wawancara,, observasi, dan dokumentasi. Hasil/Temuan: Dari penelitian yang dilakukan oleh penulis, hasil yang diperoleh adalah kinerja Satuan Polisi Pamong Praja dalam penertiban reklame di Kabupaten Badung Provinsi Bali sudah cukup baik dimana pada 2020 capaian indikator sasaran terealisasi sebesar 95,26% dan pada 2021 realisasinya sebesar 100%. Faktor pendukung yaitu, adanya dukungan sarana dan prasarana yang memadai, adanya ketersediaan laporan pendataan reklame dari instansi terkait, dan adanya komitmen yang tinggi dari aparat Satpol PP dan tim reklame Kabupaten Badung. Faktor penghambat yaitu, jumlah personil Satpol PP yang kurang memadai (terbatas), wilayah Kabupaten Badung yang cukup luas, dan penyelenggara reklame yang tidak patuh terhadap regulasi atau peraturan penyelenggaraan reklame. Kesimpulan: Kinerja Satpol PP dalam penertiban reklame semakin penting Satpol PP Kabupaten Badung terus meningkatkan upaya penertiban reklame yang tidak sah dan kadaluarsa. Saat ini, pembongkaran baliho dipusatkan di wilayah Selatan Kabupaten Badung. Hal itu dilakukan untuk menyambut penyelenggaraan KTT G20 yang digelar di Kawasan Selatan Badung. Hal ini merupakan bentuk kesiapan Pemerintah kabupaten Badung selaku tuan rumah pelaksanaan G20, sehingga kawasan Badung yang digunakan untuk kegiatan internasional dapat terlihat bersih melalui pemeriksaan dini.
