Abstract
ABSTRACT Problem Statement/Background (GAP): Population administration and civil registration activities are included in mandatory matters that are not related to basic services. Because population administration services include mandatory affairs, optimal services are needed by prioritizing innovation and technology as part of the implementation of bureaucratic reform. One form of innovation that has been implemented at the Population and Civil Registration Office of Karangasem Regency is the Jana Kerthi Program. Purpose: The purpose of this study is to describe the effectiveness of marriage certificate issuance services through the Jana Kerthi program at the Population and Civil Registration Office of Karangasem Regency, Bali Province.. Method: This research uses a descriptive method with a qualitative approach. Result: The results showed that the service process of issuing Marriage Certificates through the Jana Kerthi program is currently quite effective both in terms of the dimensions of adaptability/flexibility, productivity, job satisfaction, and resource search. Conclusion: Efforts to approach and simplify services continue to be carried out by the Population and Civil Registration Office of Karangasem Regency to attract public interest in issuing marriage certificates, especially through the Jana Kerthi program. Keywords: Marriage certificate, Population Administration, Population and Civil Registration Office ABSTRAK Permasalahan/Latar Belakang (GAP): Kegiatan administrasi kependudukan dan pencatatan sipil termasuk ke dalam urusan wajib yang tidak berkaitan dengan pelayanan dasar. Karena pelayanan administrasi kependudukan termasuk urusan wajib, Maka diperlukan pelayanan yang optimal dengan mengedepankan inovasi dan teknologi sebagai bagian dari implementasi reformasi birokrasi. Salah satu bentuk inovasi yang telah dilaksanakan di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Karangasem adalah Program Jana Kerthi. Tujuan: Tujuan penelitian ini adalah untuk mendeksripsikan efektivitas pelayanan penerbitan akta perkawinan melalui program Jana Kerthi di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Karangasem Provinsi Bali. Metode: Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Hasil/Temuan: Hasil penelitian menunjukkan Proses pelayanan penerbitan Akta Perkawinan melalui program Jana Kerthi saat ini sudah cukup efektif baik ditinjau dari dimensi kemampuan penyesuaian diri/ keluwesan, produktivitas, kepuasan kerja, maupun pencarian sumber daya. Kesimpulan: Upaya pendekatan dan penyederhanaan layanan terus dilakukan oleh Dinas Kependudukan dan Pencatatan Sipil Kabupaten Karangasem guna menarik minat masyarakat untuk melakukan penerbitan akta perkawinan, terutama melalui program Jana Kerthi.
