Abstract
ABSTRACT Problems/Background (GAP): The implementation of services to the community will certainly encounter problems such as what happened in the Population and Civil Registration Office of Southwest Sumba Regency, namely there is no understanding of the Constitutional Court's decision No.97/PUU-XIV/2016 related to E issuance services -KTP for followers of the Marapu faith. The Department of Population and Civil Registration makes efforts to provide an understanding of the inclusion of a column of beliefs for followers of Marapu beliefs in order to provide rights to public services for adherents of these beliefs. Purpose: The purpose of this study is to describe the service of issuing e-KTPs for people who adhere to the Marapu belief at the Population and Civil Registration Service in Southwest Sumba Regency, East Nusa Tenggara Province. Method: The research method used is descriptive qualitative research method. Data obtained through observation, interviews and documentation. Data analysis techniques were carried out by reducing data, presenting data and drawing conclusions from data obtained in the field. The theory used to analyze is Fitzsimmons' theory in Sinambela which mentions 5 dimensions of public service quality, namely: Reliability, Tangibles, Responsiveness, Assurance, Empathy. Results/Findings: The results of the study show that the implementation of e-KTP issuance services for adherents of the Marapu faith has not been running effectively and efficiently as evidenced by the existence of complaints from adherents of the Marapu belief regarding the making of e-KTP which rests on the Constitutional Court decision No.97/PUU -XIV/2016. Conclusion: The e-KTP issuance service for adherents of the Marapu faith based on the Constitutional Court decision No.97/PUU-XIV/2016 at the Population and Civil Registry Service is not yet good because the understanding and knowledge of the Constitutional Court decision is not known at all by the Population and Civil Registry Office. Civil Registration of Southwest Sumba Regency and the existence of obstacles such as internet networks and infrastructure that are still lacking in support in the process of making e-KTP. Keywoards: Issuance of E-KTP , Marapu Believers ,MK Decision No.97/PUU-XIV/2016 ABSTRAK Permasalahan/Latar Belakang (GAP): Pelaksanaan pelayanan kepada masyarakat tentu akan menemui masalah seperti yang terjadi di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Sumba Barat Daya yaitu belum adanya pemahaman mengenai putusan MK No.97/PUU-XIV/2016 terkait dengan pelayanan penerbitan E-KTP bagi penganut kepercayaan marapu. Dinas Kependudukan dan Pencatatan Sipil melakukan upaya dalam memberikan pemahaman mengenai pencatuman kolom kepercayaan bagi para penganut kepercayaan marapu untuk memberikan hak pelayanan publik bagi para penganut kepercayaan. Tujuan: Tujuan dari penelitian ini adalah untuk mendeskripsikan pelayanan penerbitan e-KTP bagi masyarakat penganut kepercayaan marapu di Dinas Kependudukan Dan Pencatatan Sipil Kabupaten Sumba Barat Daya Provinsi Nusa Tenggara Timur. Metode: Metode penelitian yang digunakan adalah metode penelitian kualitatif deskriptif. Data yang diperoleh melalui observasi, wawancara dan dokumentasi. Teknik analisis data dilakukan dengan mereduksi data, menyajikan data dan menarik kesimpulan terhadap data yang diperoleh di lapangan. Teori yang digunakan untuk menganalisis adalah teori Fitzsimmons dalam Sinambela yang menyebutkan 5 dimensi kualitas pelayanan publik, yaitu: Realibility, Tangibles, Responsiveness, Assurance, Emphaty. Hasil/Temuan: Hasil penelitian menunjukkan bahwa bahwa penyelenggaraan pelayanan penerbitan e-KTP bagi para penganut kepercayaan marapu belum berjalan dengan efektif dan efisien dibuktikan dengan adanya keluhan dari para penganut kepercayaan marapu mengenai pembuatan e-KTP yang bertumpu pada putusan MK No.97/PUU-XIV/2016. Kesimpulan: Pelayanan penerbitan e-KTP bagi penganut kepercayaan marapu yang bertolak ukur pada putusan MK No.97/PUU-XIV/2016 di Dinas Kependudukan dan Pecatatan Sipil belum baik dikarenakan pemahaman dan pengetahuan mengenai putusan MK tersebut belum diketahui sama sekali oleh Dinas Kependudukan dan Pencatatan Sipil Kabupaten Sumba Barat Daya serta adanya hambatan seperti jaringan internet dan sarana prasarana yang masih kurang mendukung dalam proses pembuatan e-KTP.
