Abstract

ABSTRACT Problem/Background (GAP): The author focuses on the activities of implementing trade control, this is because there are still many findings of alcoholic beverages being sold illegally in Banyuasin Regency, South Sumatra Province, this implementation is based on Banyuasin Regency Regional Regulation Number 8 of 2018 concerning Changes to Banyuasin Regency Regional Regulation Number 20 of 2011 Concerning Retribution for Certain Permits and Regional Regulation Number 1 of 2021 Concerning Public Peace and Order, which is a guideline for the implementation of controlling the trade in alcoholic beverages in Banyuasin Regency. Purpose: This study aims to analyze the Implementation of Controlling the Alcoholic Beverage Trade and find out the inhibiting factors for the Implementation of the Controlling the Alcoholic Beverage Trade in Banyuasin Regency, South Sumatra Province. Methods: This research uses a qualitative research method with an inductive approach, using primary and secondary data obtained through interviews, documentation and field observations. Results:This study shows that the Implementation of Controlling the Alcoholic Beverage Trade in Banyuasin Regency is still not optimal, this is due to several internal obstacles, namely Human Resources and Facilities and Infrastructure that are inadequate and external, namely the Geographical conditions of the Region, namely many regions or sub-districts that cannot be reached by road land, thereby hampering law enforcement and a lack of public awareness, namely that people in the same area were still found to be selling alcoholic beverages illegally in the previous year. Conclusion: Based on the theoretical dimensions taken, the authors conclude that the Implementation of Order in Kanyuasin Regency still has problems and is not optimal. Keywords: Implementation, Regulation, Trade, Alcoholic Beverages ,Municipal Police ABSTRAK Permasalahan/Latar Belakang(GAP): Penulis berfokus pada kegiatan implementasi penertiban perdagangan, hal ini karena masih banyaknya temuan minuman beralkohol yang yang dijual secara ilegal di Kabupaten Banyuasin Provinsi Sumatera Selatan, implementasi tersebut berlandaskan Peraturan Daerah Kabupaten Banyuasin Nomor 8 tahun 2018 Tentang Peruahan Atas Peraturan Daerah Kabupaten Banyuasin Nomor 20 Tahun 2011 Tentang Retribusi Perizinan Tertentu dan Peraturan Daerah Nomor 1 Tahun 2021Tentang Ketentraman dan Ketertiban Umum yang didalamnya menjadi pedoman implementasi penertiban perdagangan minuman beralkohol di Kabupaten Banyuasin. Tujuan: Penelitian ini bertujuan menganalisis Implementasi Penertiban Perdagangan Minuman Beralkohl serta mengetahui faktor penghambat Implementasi Penertiban Perdagangan Minuman Beralkohol di Kabupaten Banyuasin Provinsi Sumatera Selatan. Metode: Penelitian.ini.menggunakan..metode penelitian kualitatif dengan pendekatan induktif, menggunakan data primer dan sekunder yang diperoleh melalui wawancara, dokumentasi dan,observasi di lapangan. Hasil : Penelitian ini menunjukkan Implementasi Penertiban Perdagangan Minuman Beralkohol di Kabupaten Banyuasin masih kurang maksimal, hal tersebut dikarenakan beberapa hambatan dari internal yaitu Sumber Daya Manusia serta Sarana dan Prasarana yang belum memadai dan eksternal yaitu kondisi Geografis Wilayah yaitu banyak wiliayah atau kecamatan yang tidak bisa ditemoauh dengan jalan darat sehingga menghambat penertiban dan kurangnya kesadaran masyarakat yaitu masih ditemukannya masyarakat di wilayah yang sama melakukan penjualan minuman beralkohol secara ilegal di tahun sebelumnya. Kesimpulan: Berdasarkan dimensi teori yang diambil penulis mengambil kesimpulan bahwa Impelementasi Penertiban di Kabupaten Kanyuasin masih memiliki kendala dan belum maksimal.
