Abstract
ABSTRACT (in english) Problem Statement/Background (GAP): The problem of territorial boundary disputes has often occurred in Indonesia, especially in West Kalimantan Province, one of which is the problem of territorial boundary disputes between West Kalimantan Province and Central Kalimantan Province which was finally resolved in 2020. The process for resolving territorial boundary disputes between the two provinces is very long because the mediation process has been started since 2005 but had to experience problems in the settlement process. Purpose: This study aims to know and analyze the existing strategies of local governments in resolving territorial boundary disputes, to know and analyze supporting and inhibiting factors as well as efforts to overcome the inhibiting factors of local government strategies in resolving territorial boundary disputes, to find out and analyze alternative strategies of local governments in resolving territorial boundary disputes. Method: The theory used as an analytical knife in writing this thesis is using the SWOT theory from Rangkuti which explains that local government strategies are seen in 4 (four) aspects, namely strengths, weaknesses, opportunities, and threats. The research method used is qualitative research with descriptive methods and inductive approaches, the data collection techniques used are interviews, observations, documentation.informant determination techniques in this study use purposive sampling techniques with informants consisting of several people from the leadership of the regional secretariat and several community people in Sintang Regency. Result: The Regional Government of Sintang Regency, especially the Administration of the Regional Secretariat, has tried their best to process the boundary dispute resolution process between Kapuas Kiri Hulu Village and Simba Raya Village. There are several strategies that have been implemented and obtained satisfactory results for the Regional Government of Sintang Regency and also between the two disputed regions. Conclusion: Based on the results of research in the field, it can be concluded that the data that the author did obtained information that the local government's strategy in resolving territorial boundary disputes has worked well but in the process there are still obstacles due to lack of facilities and infrastructure, as well as management information systems that are still not good enough. While the first suggestion given by the author is in the form of improving the quality of performance in resolving disputes over the boundaries of Kapuas Kiri Hulu Village with Simba Raya Village by adding personnel members of the State Civil Apparatus (ASN) who graduated from mapping. Keywords: Strategy, Local Government, Boundary Disputes 2 ABSTRAK (in bahasa) Permasalahan/Latar Belakang (GAP): Permasalahan sengketa batas wilayah sudah sering terjadi di Indonesia terutama di Provinsi Kalimantan Barat, salah satunya yaitu permasalahan sengketa batas wilayah antara Provinsi Kalimantan Barat dengan Provinsi Kalimantan Tengah yang akhirnya terselesaikan pada tahun 2020. Tahap proses penyelesaian sengketa batas wilayah antar kedua provinsi tersebut sangatlah panjang karena sudah dimulai proses mediasi sejak tahun 2005 tetapi harus mengalami kendala dalam proses penyelesainnya. Tujuan: Penelitian ini bertujuan untuk mengetahui dan menganalisis strategi existing pemerintah daerah dalam penyelesaian sengketa batas wilayah, untuk mengetahui dan menganalisis faktor-faktor pendukung dan penghambat serta upaya mengatasi faktor penghambat strategi pemerintah daerah dalam penyelesaian sengketa batas wilayah, untuk mengetahui dan menganalisis strategi alternatif pemerintah daerah dalam penyelesaian sengketa batas wilayah Metode: Teori yang dipakai sebagai pisau analisis dalam penulisan skripsi ini adalah menggunakan teori SWOT dari Rangkuti yang menjelaskan bahwa dalam strategi pemerintah daerah dilihat pada 4 (empat) aspek yaitu kekuatan, kelemahan, peluang, dan ancaman. Metode penelitian yang digunakan adalah penelitian kualitatif dengan metode deskriptif dan pendekatan induktif, teknik pengumpulan data yang digunakan adalah wawancara, observasi, dokumentasi.teknik penentuan informan pada penelitian ini menggunakan teknik purposive sampling dengan informan terdiri dari beberapa orang dari pimpinan sekretariat daerah dan beberapa orang masyarakat yang ada di Kabupaten Sintang. Hasil/Temuan: Pemerintah Daerah Kabupaten Sintang terutama bagian Tata Pemerintahan Sekretariat Daerah sudah mengupayakan yang terbaik untuk proses penyelesaian sengketa batas wilayah antar Kelurahan Kapuas Kiri Hulu dengan Desa Simba Raya. Terdapat beberapa strategi yang sudah dijalankan dan mendapatkan hasil yang cukup memuaskan bagi Pemerintah Daerah Kabupaten Sintang dan juga antar kedua wilayah yang bersengketa. Kesimpulan: Berdasarkan hasil penelitian di lapangan dapat disimpulkan bahwa data yang penulis lakukan memperoleh informasi bahwa strategi pemerintah daerah dalam penyelesaian sengketa batas wilayah sudah berjalan dengan baik namun dalam prosesnya masih ditemui kendala dikarenakan kurangnya sarana dan prasarana, serta sistem informasi manajemen yang masih belum cukup baik. Sedangkan saran pertama yang diberikan penulis berupa meningkatkan kualitas kinerja terhadap penyelesaian sengketa batas wilayah Kelurahan Kapuas Kiri Hulu dengan Desa Simba Raya dengan menambah personil anggota Aparatur Sipil Negara (ASN) lulusan pemetaan.
