Abstract

ABSTRACT Problem Statement/Background (GAP): The political participation of the people of Palu City in the simultaneous regional head elections in 2020 is of course influenced by various factors. These factors make the level of participation of the people of Palu City not yet reach the national target or the target that has been set. KPU Palu City as well as the organizer of the election has made various efforts so that the level of participation can increase and reach the target. However, the level of participation has not reached the national target. This research is entitled "Factors Influencing Community Political Participation in the 2020 Simultaneous Regional Head Elections (Case Study in South Palu District, Palu City, Central Sulawesi Province)". Purpose: This study aims to determine the factors that can influence the political participation of the people of Palu City in the 2020 simultaneous regional head elections. Method: This study uses mixed research methods, namely qualitative research methods with a descriptive approach and quantitative research methods with a questionnaire approach. Data collection techniques used were observation, interviews, documentation, questionnaires/questions with data analysis techniques in the form of data reduction, data presentation, drawing conclusions, validity testing, reliability testing and hypothesis testing. The theory used in this study is the theory of factors driving people's political participation by Lester Walter Milbrath which includes the existence of political stimuli, factors of personal characteristics, factors of social characteristics and factors of the political situation or environment. Results: Regional head elections held in 2020 are not held on holidays, so people prefer to work rather than exercise their right to vote and there are still many people who are reluctant to come to the polls because they are far from their domicile location, even though they have been facilitated by KPU so that continue to exercise their right to vote at the nearest polling place which can be done at 13.00 WITA. Conclusion: Every related element must be more active and maximally involved, especially in an election event. Advice given by the author for regional head candidates to be more active in influencing the community in their involvement in an election event. And for the General Election Commission of Palu City to provide political education continuously and intensely, not only to be active ahead of elections or regional elections. Keywords: Political participation, Election, and the General Election Commission. 2 ABSTRAK Permasalahan/Latar Belakang: Partisipasi politik masyarakat Kota Palu dalam pemilihan kepala daerah serentak tahun 2020 tentu saja dipengaruhi oleh berbagai faktor. Faktor-faktor tersebut membuat tingkat partisipasi masyarakat Kota Palu belum mencapai target nasional maupun target yang telah ditetapkan. KPU Kota Palu juga selaku penyelenggara pemilihan telah melakukan berbagai upaya agar tingkat partisipasi dapat meningkat serta mencapai target. Namun, tingkat partisipasi tersebut belum mencapai target nasional. Penelitian ini berjudul “Faktor-Faktor Yang Mempengaruhi Partisipasi Politik Masyarakat Dalam Pemilihan Kepala Daerah Serentak Tahun 2020 (Studi Kasus Di Kecamatan Palu Selatan Kota Palu Provinsi Sulawesi Tengah)”. Tujuan: Penelitian ini bertujuan untuk mengetahui faktor-faktor yang dapat mempengaruhi partisipasi politik masyarakat Kota Palu dalam pemilihan kepala daerah serentak tahun 2020. Metode: Penelitian ini menggunakan metode penelitian campuran, yaitu metode penelitian kualitatif dengan pendekatan deskriptif serta metode penelitian kuantitatif dengan pendekatan angket. Teknik pengumpulan data yang digunakan adalah observasi, wawancara, dokumentasi, kuesioner/angket dengan teknik analisis data berupa reduksi data, penyajian data, penarikan kesimpulan, uji validitas, uji reliabilitas dan uji hipotesis. Teori yang digunakan dalam penelitian ini yaitu teori faktor pendorong partisipasi politik masyarakat oleh Lester Walter Milbrath yang meliputi adanya rangsangan politik, faktor karakteristik pribadi, faktor karakteristik sosial dan faktor situasi atau lingkungan politik. Hasil/Temuan: Pemilihan kepala daerah yang diselenggarakan tahun 2020 dilaksanakan tidak pada hari libur, sehingga masyarakat lebih memilih bekerja daripada menggunakan hak pilihnya serta masih banyak masyarakat yang enggan datang ke tempat pemungutan suara dikarenakan jauh dari lokasi domisilinya, meskipun sudah difasilitasi oleh KPU agar tetap menggunakan hak pilihnya pada tempat pemungutan suara terdekat yang dapat dilakukan pada pukul 13.00 WITA. Kesimpulan: Setiap unsur terkait harus lebih aktif serta terlibat secara maksimal terutama dalam suatu ajang pemilihan. Saran yang diberikan oleh penulis untuk calon kepala daerah agar lebih aktif untuk mempengaruhi masyarakat dalam keterlibatannya pada suatu ajang pemilihan. Dan untuk Komisi Pemilihan Umum Kota Palu agar memberikan pendidikan politik secara berkesinambungan serta intens bukan hanya aktif menjelang pemilu.
