Abstract

ABSTRACT Problems Statement/background (GAP): the author focuses on the conditions and circumstances in the implementation of MSME development policy implementation in Jayapura regency where MSMEs still experience many obstacles in developing their businesses. On the other hand, MSMEs have a major contribution in the country's economic growth. Purpose: The purpose of this study is to determine how the implementation of Micro, Small and medium enterprises development in Jayapura regency. Method: This study uses a qualitative approach with descriptive methods with The Theory of policy implementation model Van Meter and Van Horn (1975). Data collection technique is done by observation, interview (6 informants), and documentation. Result: The findings obtained by the authors in this study are that youth participation in planning is classified as sufficient, the implementation is classified as good, and the utilization of results is classified as good, although it is still constrained by the busyness of youth, and the level of awareness of some youth is still low. Conclusion: In the implementation of Micro, Small and medium enterprises (MSMEs) development policies in Jayapura regency, active participation of all stakeholders is needed; Micro, Small and medium enterprises (MSMEs) who want to develop businesses are usually constrained by Business Capital; the size and objectives of the policy have been met; resources are sufficient but human resources are still lacking; placement of policy implementers is on target; ; economic conditions encourage the implementation and social conditions of MSME actors are still not too utilizing technology. The supporting factor is the active role of the government in the implementation of the implementation. Inhibiting factors are rising prices of raw materials; human resources are still not creative; and limited capital of business actors. Implementation of small, micro, and medium enterprise (MSME) development policy implementation, it is necessary to develop a bottom-up policy concept to increase community participation in this case by MSME actors. Keywords: policy; implementation; MSME ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada kondisi dan keadaan dalam penerapan implementasi kebijakan pengembangan UMKM di Kabupaten Jayapura dimana UMKM masih mengalami banyak kendala dalam mengembangkan usahanya. Di sisi lain UMKM memiliki kontribusi besar dalam pertumbuhan pereknomian negara. Tujuan: Tujuan dari penelitian ini adalah mengetahui bagaimana implementasi pengembangan usaha mikro, kecil menengah di Kabupaten Jayapura. Metode: Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif dengan teori model implementasi kebijakan Van Meter dan Van Horn (1975). Teknik pengumpulan data dilakukan dengan observasi, wawancara (6 informan), dan dokumentasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu partisipasi pemuda dalam perencanaan tergolong cukup, pada pelaksanaan tergolong baik, dan pemanfaatan hasil tergolong baik, meskipun masih terkendala dengan kesibukan pemuda, dan tingkat kesadaran beberapa pemuda yang masih rendah. Kesimpulan: dalam implementasi kebijakan pengembangan usaha mikro, kecil dan menengah (UMKM) di Kabupaten Jayapura dibutuhkan peran serta aktif dari semua stakeholder; Pelaku usaha mikro, kecil dan menengah (UMKM) yang berkeinginan untuk mengembangkan usaha biasanya terkendala pada modal usaha; Ukuran dan tujuan kebijakan telah terpenuhi; sumberdaya telah mencukupi namun sumberdaya manusia masih kurang; penempatan para pelaksana kebijakan tepat sasaran; koordinasi dan komunikasi terjalin baik dengan pihak lain; kondisi ekonomi mendorong pelaksanaan implementasi dan kondisi sosial pelaku UMKM masih belum terlalu memanfaatkan teknologi. Faktor pendukung yaitu peran pemerintah yang aktif dalam pelaksanaan implementasi. Faktor penghambat yaitu kenaikan harga bahan baku; sumber daya manusia yang masih belum kreatif; dan keterbatasan modal pelaku usaha. Pelaksanaan implementasi kebijakan pengembangan usaha kecil, mikro, dan menengah (UMKM), perlu dikembangkan konsep kebijakan bottom-up untuk meningkatkan partisipasi masyarakat dalam hal ini para pelaku UMKM.
