Abstract
Problem Statement/Background (GAP): The implementation of bureaucratic reform must be supported by a professional state civil apparatus. To get a professional apparatus, an apparatus with education and abilities comparable to the position it holds is needed. This can be started by planning employee needs that can complement the needs of the organization. It is said that the planning of the needs of employees of the Palembang City Industrial Office has not been optimal in quality and quantity. Purpose: The purpose of this study is to determine the results, constraints, and obstacles of workload analysis in employee needs planning, as well as efforts to improve employee needs planning. Method: The method used in this study is qualitative using a descriptive method with an inductive approach. Data collection techniques using interviews, observation, and documentation. And data analysis techniques are using data reduction, data presentation and conclusions. The theory used in the assessment of workload analysis is the Sedarmayanti theory with dimensions of work volume and time norms. Results: The results showed that the analysis of employees’ needs at the Palembang City Industrial Office was not optimal. According to the results of the interview, the Palembang City Industrial Office still lacks qualified human resources for the preparation of employee needs based on workload analysis. The factor is that existing employees are required to be able to do additional work due to employee shortages. Efforts to improve this are by involving these employees in education and training related to employee needs analysis to obtain maximum results in the future. Conclusion: The Palembang City Industrial Office in carrying out the position mechanism related to employee needs planning through workload analysis has been running. Keywords: analytics, workload
