Abstract

ABSTRACT Problems/Background(GAP): Tourism is a large economic sector and has an impact on economic growth, as well as a contribution to the empowerment of human resources. NTB is also a priority destination and a special tourism area will be built which is assigned to tourism business activities that have been established by the Government aiming to increase the number of tourists which is expected to improve the economy of the local population. The problem in the development of the Sade Tourism Village is the human resources of the Sade community where the local community is still limited in understanding tourism science, causing the community to tend to be silent about tourism development. Purpose: The purpose of this research is how to empower the community by the Tourism Office in the development of the Sade Tourism Village in Rembitan Village, Pujut District, Central Lombok Regency. Method: The research method used by the author in writing this thesis is using qualitative research methods with inductive approaches. Data collection techniques by the author in the form of interviews and documentation.Results/Finding: The results of the study show that the Tourism Office has been optimal for community empowerment in the development of Sade Tourism Villages. Improving the quality of human resources (HR) really needs to be done because it affects a person's ability to express creativity and innovation as well as develop his insights. Conclusion: The process is certainly not as smooth as it is, however, it has several supporting and inhibiting factors. From the results of the discussion that the author did, it can be concluded that efforts to overcome these obstacles were carried out by empowering the surrounding community in the form of training for the people in Sade Village because they themselves carried out all tourism activities starting from tourist attractions and their management and carried out collaboration related to the budget for The Provincial Government and the Central Government namely the Ministry of Tourism and Creative Economy. Keywords: Empowerment, development of the community, tourism ABSTRAK Permasalahan/Latar Belakang: Pariwisata adalah seiktor eikonomi yang beisar dan beirdampak pada peirtumbuhan eikonomi, juga pada meimbeirikan kontribusi peimbeirdayaan sumbeir daya manusia. NTB juga menjadi tujuan prioritas dan akan dibangun area pariwisata khusus yang ditugaskan untuk kegiatan usaha pariwisataan yang telah didirikan oleh Pemerintah bertujuan untuk meningkatkan jumlah wisatawan yang diharapkan untuk meningkatkan ekonomi penduduk setempat. Permasalahan yang ada dalam pengembangan Desa Wisata Sade ini ialah SDM masyarakat Sade yang dimana masyarakat setempat masih terbatas dalam memahami tentang ilmu kepariwisataan, sehingga menyebabkan masyarakat cenderung diam terhadap pengembangan pariwisata. Tujuan: Tujuan dari penelitian ini adalah bagaimana pemberdayaan masyarakat oleh Dinas Pariwisata dalam pengembangan Desa Wisata Sade di Desa Rembitan Kecamtan Pujut Kabupaten Lombok Tengah. Metode: Metode penelitian yang digunakan oleh penulis dalam menulis skripsi ini adalah meingguinaan meitodei peineilitian kuialitatif deingan peindeikatan induiktif. Teknik pengumpulan data oleh penulis berupa wawancara dan dokumentasi.Hasil/Temuan: Hasil penelitian menunjukkan bahwa Dinas Pariwisata sudah optimal terhadap pemberdayaan masyarakat dalam pengembangan desa wisata sade. Peningkatan kualitas sumber daya manusia (SDM) sangat perlu dilakukan karena berpengaruh terhadap kemampuan seseorang dalam mengekspresikan kreativitas dan inovasi serta pengembangan wawasannya. Kesimpulan: Dalam prosesnya tentu tidak serta mulus namun, memiliki beberapa faktor pendukung dan penghambat. Dari hasil pembahasan yang penulis lakukan dapat di tarik kesimpulan bahwa Upaya dalam mengatasi hambatan tersebut dilakukan dengan melakukan pemberdayaan masyarakat sekitar berupa pelatihan kepada masyarakat di desa sade itu karena mereka sendirilah yang melakukan semua kegiatan wisata mulai dari atraksi wisata danpengelolaannya dan melakukan kerjasama terkait anggaran terhadap Pemerintah Provinsi dan Pemerintah Pusat yakni Kementerian Pariwisata dan Ekonomi Kreatif.
