Abstract
ABSTRACT Problem Statement/Background (GAP):In this study, the main problem is the large number of cattle roaming freely on green belts and public facilities which disturb the trantibum in Pesisir Selatan Regency, while this has been clearly explained in the Regional Regulation of Pesisir Selatan Regency Number 1 of 2016 concerning public order and peace, article 41 which describes Livestock Control. Purpose: The purpose of this research is to describe and analyze the control of loose livestock on green belts and public facilities by the Civil Service Police Unit and to describe and analyze the supporting and inhibiting factors and determine the efforts that can be made by Civil Service Police in carrying out control of loose livestock on green lanes and facilities. general.Method: This research uses qualitative research with descriptive methods through an inductive approach. Data collection techniques were carried out by interviews, observation and documentation. Data analysis techniques were obtained through data reduction, data presentation, verification and drawing conclusions. The study uses Controlling Theory According to Retno Widjajanti (2000:10), namely: Direct Controlling and Indirect Controlling.Result:The results showed that the Satpol PP of Fifty Cities District had controlled loose livestock on green belts and public facilities. However, the control carried out by Satpol PP is not optimal and can be seen from the cattle still roaming around the green belt and public facilities.Thereforethe Regional Government must as soon as possible provide temporary livestock shelters and also socialize livestock management to the community so that people do not release their livestock around the green belt and public facilities. Conclusion:Control of loose livestock in the green lane and public facilities by the Civil Service Police Unit in Pesisir Selatan Regency in general has not been maximized as seen from the presence of loose cattle in the green lane and facilities, although the numbers are not too significant because the Unit has already controlled the loose livestock. ABSTRAK Permasalahan/Latar Belakang (GAP): Dalam penelitian ini yang menjadi masalah utama ialah banyaknya ternak yang lepas bebas pada jalur hijau dan fasilitas umum yang mengganggu trantibum di Kabupaten Pesisir Selatan sedangkan sudah jelas diterangkan dalam Peraturan Daerah Kabupaten Pesisir Selatan Nomor 1 Tahun 2016 tentang ketentraman dan ketertiban Masyarakat pasal 41 yang menjelaskan tentang Penertiban Ternak.Tujuan:Tujuan penelitian ini adalah untuk mendeskripsikan dan menganalisis penertiban ternak lepas pada jalur hijau dan fasilitas umum oleh Satuan Polisi Pamong Praja dan untuk mendeskripsikan dan menganalisis faktor pendukung dan penghambat serta menentukan upaya yang dapat dilakukan Polisi Pamong Praja dalam melaksanakan penertiban ternak lepas pada jalur hijau dan fasilitas umum. Metode:Penelitian menggunakan penelitian kualitatif dengan metode deskriptif melalui pendekatan induktif. Teknik pengumpulan data dilakukan dengan wawancara, observasi dan dokumentasi. Teknik analisis data diperoleh melalui reduksi data, penyajian data, verifikasi dan penarikan kesimpulan. Penelitian menggunakan Teori Penertiban Menurut RetnoWidjajanti (2000:10) yaitu:Penertiban Langsung dan Penertiban Tidak Langsung.Hasil/Temuan:Hasil penelitian menunjukkan bahwa Satuan Polisi Pamong Praja Kabupaten Pesisir Selatan sudah melakukan penertiban ternak lepas pada jalur hijau dan fasilitas umum. Akan tetapi penertiban yang dilakukan Satpol PP belum optimal dan bisa dilihat dari masih adanya ternak yang masih lepas di sekitaran jalur hijau dan fasilitas umum.Kesimpulan:Penertiban ternak lepas pada jalur hijau dan fasilitas umum oleh Satuan Polisi Pamong Praja di Kabupaten Pesisir Selatan secara umum belum terlalu maksimal dilihat dari masih adanya ternak yang lepas di jalur hijau dan fasilitas walaupun jumlahnya sudah tidak terlalu signifikan karena sudah dilakukan penertiban ternak lepas tersebut oleh Satuan Polisi Pamong Praja. Kata Kunci: Penertiban, Ternak lepas, Jalur hijau dan Fasilitas Umum, Satuan Polisi Pamong Praja, Ketentraman dan Ketertiban.
