Abstract
ABSTRAK Salah satu perubahan yang telah dilaksanakan dalam mendukung pelaksanaan Electronic Government yang telah dilakukan oleh DISKOMINFOS Provinsi Bali dengan memakai K-Virtual untuk menggantikan proses administrasi manual menjadi elektronik. Tetapi di dalam Aplikasi K-Virtual Provinsi Bali hanya menggunakan metode SFA (single factor authentication) yang seharusnya menggunakan 2-factor authentication seperti kita log in di email atau pun aplikasi perbankan. Oleh karena itu, dokumen dalam kategori ini yang ditandatangani dengan tanda tangan elektronik basic belum mengikat secara hukum, tanda tangan dapat disalahgunakan dan dipalsukan, sehingga menimbulkan kerugian negara Penelitian yang dilaksanakan penulis menggunakan metode penelitian deskriptif kualitatif. Kajian ini mengkolaborasi suatu masalah atau pokok bahasan tertentu. Analisis keamanan pada penelitian ini menggunakan teori Keamanan Informasi Menezez dengan dimensi Keamanan informasi terdiri dari Kerahasiaan, Integritas, Otentikasi, serta Nir Penyangkalan. Berdasarkan hasil penelitian yang telah dilaksanakan mengungkapkan bahwa Aplikasi Tanda Tangan Elektronik K-Virtual Dinas Komunikasi, Informatika dan Statistika Provinsi Bali telah memenuhi dimensi keamanan Menurut Menezez dengan Indikator yaitu Teknik Enkripsi, PIN/Sandi, Checksum, Cap Waktu, Otentikasi Entitas, Kriptografi Asimetris, Dan Prosedur Penyangkalan. Selain itu Aplikasi Tanda Tangan Elektronik K-Virtual Dinas Komunikasi, telah memiliki sertifikat Digital Signature dengan bekerjasama dengan otoritas sertifikat Balai Sertifikasi Elektronik Badan Siber dan Sandi Negara yang menjamin keamanan enkripsi tanda tangan elektronik yang diberikan. Namun Berdasarkan hasil observasi yang dilakukan saat penelitian belum ditemui penggunaan 2-factor authentication di dalam penggunaan Aplikasi Tanda Tangan Elektronik K-Virtual Dinas Komunikasi, Informatika dan Statistika Provinsi Bali kerentanan keamanan sehingga tanda tangan dapat disalahgunakan dan dipalsukan, sehingga menimbulkan kerugian negara. Therefore, documents in this category that are signed with basic electronic signatures are not legally binding, signatures can be misused and falsified, causing state losses.Research conducted by the author using a qualitative descriptive research method. This study seeks to collaborate on a particular problem or subject matter. Security analysis in this study uses Menezez Information Security theory with indicators regarding Security measures consisting of Confidentiality, Integrity, Authentication, and Non-Repudiation. Based on the results of the research that has been carried out, it is revealed that the K-Virtual Electronic Signature Application for the Office of Communication, Informatics and Statistics of Bali Province has fulfilled the security dimensions according to Menezez with indicators namely Encryption Techniques, PINs / Passwords, Checksums, Timestamps, Entity Authentication, Asymmetric Cryptography, And Denial Procedure. In addition, the Communication Service's K-Virtual Electronic Signature Application already has a Digital Signature certificate in collaboration with the certificate authority of the National Cyber and Crypto Agency Electronic Certification Center which guarantees the security of the electronic signature encryption provided. However, based on the results of observations made during the research, the use of 2-factor authentication in the use of the K-Virtual Electronic Signature Application for the Office of Communication, Informatics and Statistics of Bali Province has not found security vulnerabilities so that signatures can be misused and falsified, causing losses to the state.
