Abstract
ABSTRACT Problems/Background (GAP): The lack of attention of the Banggai Regency State Civil Apparatus (ASN) in complying with paying taxes on time, so that the Regional Revenue Agency of Banggai Regency, Central Sulawesi Province created an Innovation Program for Timely Payment of Urban and Rural Land and Building Taxes for State Civil Apparatuses (BAPANTAU ASN) in Banggai Regency . ASN is expected to be a pioneer or exemplary example for the community to then build mutual awareness of paying taxes on time. Purpose: The purpose of this research is to identify and analyze the Implementation of the Timely Urban and Rural Land and Building Tax Innovation Program for State Civil Apparatuses (BAPANTAU ASN) in Banggai Regency Regional Revenue Agency, Central Sulawesi Province, inhibiting factors and efforts from the government and program managers to overcome obstacles. Methods: The method used is descriptive qualitative with an inductive approach. Data collection techniques are interviews, observation and documentation. The data analysis technique uses the theory from Merilee S. Grindle. Results/Findings: The results showed that the implementation of the BAPANTAU ASN innovation program had been carried out well based on the results of the research seen from the increase in the realization of PBB-P2 revenue based on OPD in Banggai Regency. Constraints and obstacles still exist, namely there are still several ASN taxpayers who are not aware of paying taxes on time Conclusion: The implementation of the BAPANTAU ASN innovation program has been well implemented but there are still obstacles and obstacles in its implementation . Keywords: BAPANTAU ASN, Implementation, Urban and Rural Land and Building Tax ABSTRAK Permasalahan/Latar Belakang (GAP): Kurangnya perhatian Aparatur Sipil Negara (ASN) Kabupaten Banggai dalam ketaatan membayar pajak tepat waktu, hingga Badan Pendapatan Daerah Kabupaten Banggai Provinsi Sulawesi Tengah membuat Program Inovasi Pembayaran Pajak Bumi dan Bangunan Perkotaan dan Perdesaan tepat waktu bagi Aparatur Sipil Negara (BAPANTAU ASN) di Kabupaten Banggai. ASN diharapkan sebagai pioneer atau contoh teladan bagi masyarakat untuk kemudian membangun kesadaran bersama akan membayar pajak tepat waktu. Tujuan: Tujuan penelitian ini adalah untuk mengetahui dan menganalisis Implementasi Program Inovasi Pembayaran Pajak Bumi dan Bangun an Perkotaan dan Perdesaan tepat waktu bagi Aparatur Sipil Negara (BAPANTAU ASN) di Badan Pendapatan Daerah Kabupaten Banggai Provinsi Sulawesi Tengah, faktor penghambat dan upaya dari pemerintah dan pengelola program untuk mengatasi hambatan. Metode: Metode yang digunakan adalah kualitatif deskriptif dengan pendekatan induktif. Teknik pengumpulan data yaitu dengan wawancara, observasi dan dokumentasi. Teknik analisis data menggunakan teori dari Merilee S. Grindle. Hasil/Temuan: Hasil penelitian menunjukkan bahwa Implementasi program inovasi BAPANTAU ASN telah dilaksanakan dengan baik berdasarkan hasil penelitian dilihat dari peningkatan realisasi penerimaan PBB-P2 berdasarkan OPD di Kabupaten Banggai. Kendala dan hambatan masih ada yaitu masih ada beberapa ASN wajib pajak yang belum sadar akan membayar pajak tepat waktu. Kesimpulan: Implementasi program inovasi BAPANTAU ASN telah dilaksanakan dengan baik namun masih ada kendala dan hambatan dalam pelaksanaannya.
