Abstract
ABSTRACT Problem/Background (GAP): The background of this research is there are still street vendors disrupting public order in Waterfront City Pontianak, and there is a lack of effective communication by the Municipal Police (Satpol PP) towards the street vendors. Purpose: This thesis aims to understand and analyze the Function of Communication in Regulating Street Vendors in Waterfront City by the Civil Service Police Unit in the city of Pontianak.. Method: This thesis uses a qualitative research method with a descriptive method through an inductive approach with analysis using the theory of function of communication put forward by Sedarmayanti (2018). Data collection techniques used were interviews, observation and documentation and used data analysis techniques, namely data reduction, data presentation and drawing conclusions. Result: The research results indicate that the Municipal Police (Satpol PP) has carried out regulation through communication functions towards street vendors in Waterfront City, Pontianak City. However, there are several obstacles related to the human resources of Satpol PP Pontianak City and the street vendors, including the allocation of human resources and a lack of socialization. Conclusion: The function of communication in regulating street vendors by the Municipal Police (Satpol PP) in Pontianak City has not been fully achieved due to several inhibiting factors. These factors include obstacles related to the human resources of Satpol PP and street vendors (PKL), as well as the allocation or placement of human resources within the Civil Service Police Unit in Pontianak City. Additionally, there has been a lack of socialization regarding the Regional Regulation No. 11 of 2019 concerning Public Order through electronic media.To overcome these inhibiting factors, it is suggested to provide specific training on proper and effective communication methods. It is also recommended to allocate or place human resources appropriately within the Municipal Police. Furthermore, information dissemination should be conducted through socialization using two approaches: electronic media and direct face-to-face communication (meetings). It is important to ensure regular and consistent information delivery through direct socialization efforts. Keywords: Function of Communication, Sreet Vendors, Municipal Police ABSTRAK Permasalahan/Latar Belakang (GAP): Latar belakang penelitian ini adalah masih adanya Pedagang Kaki Lima (PKL) yang menganggu ketertiban umum di Waterfront City Kota Pontianak dan kurang maksimalnya komunikasi yang baik oleh Satpol PP Kota Pontianak terhadap PKL. Tujuan: Skripsi ini bertujuan untuk mengetahui dan menganalisis Fungsi Komunikasi dalam Penertiban Pedagang Kaki Lima di Waterfront City oleh Satuan Polisi Pamong Praja di Kota Pontianak Metode: Skripsi ini menggunakan metode penelitian kualitatif dengan metode deskriptif melalui pendekatan induktif dengan penganalisisan menggunakan teori fungsi komunikasi yang dikemukakan oleh Sedarmayanti Tahun 2018. Teknik pengumpulan data yang digunakan yaitu wawancara, observasi dan dokumentasi serta menggunakan teknik analisis data yaitu reduksi data, penyajian data dan penarikan kesimpulan. Hasil/Temuan: Hasil penelitian menunjukkan bahwa Satpol PP telah melakukan penertiban melalui fungsi komunikasi terhadap PKL di Waterfront City Kota Pontianak tetapi terdapat beberapa hambatan pada SDM dari Satpol PP Kota Pontianak maupun PKL, pembagian SDM, dan kurangnya Sosialisasi. Kesimpulan: Bahwa fungsi komunikasi dalam penertiban Pedagang Kaki Lima oleh Satuan Polisi Pamong Praja Kota Pontianak masih belum tercapai dengan maskimal, dikarenakan terdapat beberapa faktor penghambat yaitu hambatan yang ada di Sumber Daya Manusia (SDM) Satpol PP Kota Pontianak dan Pedagang Kaki Lima (PKL), dan pembagian atau penempatan SDM di Satuan Polisi Pamong Praja Kota Pontianak, serta belum ada sosialisasi terkait Perda No. 11 Tahun 2019 tentang Ketertiban Umum melalui media elektronik. Saran dalam mengatasi faktor peghambat yaitu memberikan pelatihan khusus mengenai tata cara berkomunikasi yang baik dan benar, membagi atau menempatkan SDM dengan tepat, memberikan informasi melalui sosialisasi dengan 2 (dua) cara yaitu dengan menggunakan media elektronik dan lebih rutin dalam memberikan informasi melalui sosialiasi secara langsung (tetap muka).
