Abstract

ABSTRACT Problems/Background (GAP): Procurement of government goods/services according to Presidential Regulation Number 12 of 2021 concerning Amendments to Presidential Regulation Number 16 of 2018 concerning Government Procurement of Goods/Services is the activity of procuring government goods/services by Ministries/Institutions/Regional Apparatuses financed by the APBN/APBD whose process starts from identification of needs, up to the handover of the work. Purpose: This study aims to analyze and describe how the effectiveness of the Implementation of Government Goods/Services Procurement Training at the Human Resources Development Agency of West Kalimantan Province, the inhibiting factors and the government's efforts to overcome these obstacles. Method: using a research method that is Descriptive Qualitative. Result/Findings: The results of the study measuring the effectiveness of organizing government goods/services procurement training at BPSDM West Kalimantan Province are very helpful to the government in providing training to employees in managing goods/services. The implementation of goods/services procurement training at BPSDM West Kalimantan Province has been effective but there are still some obstacles/obstacles experienced such as material that is difficult for participants, weak OPD commitment and lack of adequate facilities and infrastructure. Conclusion: Therefore, researchers suggest the government to bring in experienced sources, coordinate with OPD in West Kalimantan and record and report assets in a structured manner. Keywords: Effectiveness, Goods/Services, Training ABSTRAK Permasalahan/ Latar belakang (GAP): Pengadaan barang/jasa pemerintah menurut Peraturan Presiden Nomor 12 Tahun 2021 tentang Perubahan Atas Peraturan Presiden Nomor 16 Tahun 2018 tentang Pengadaan Barang/Jasa Pemerintah adalah kegiatan pengadaan barang/jasa pemerintah oleh Kementerian/Lembaga/Perangkat Daerah yang dibiayai oleh APBN/APBD yang prosesnya sejak identifikasi kebutuhan, sampai dengan serah terima hasil pekerjaan. Tujuan: Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan bagaimana Efektivitas Penyelenggaraan Pelatihan Pengadaan Barang/Jasa Pemerintah di Badan Pengembangan Sumber Daya Manusia Provinsi Kalimantan Barat, faktor penghambat serta upaya pemerintah dalam mengatasi hambatan tersebut.Metode: penelitian ini menggunakan metode kualitatif secara deskriptif dengan pendekatan induktif. Hasil/Temuan: Hasil dari penelitian ini adalah efektivitas penyelenggaraan pelatihan pengadaan barang/jasa pemerintah di BPSDM sudah terlaksana dengan cukup baik. Pelaksanaan penyelenggaraan pelatihan pengadaan barang/jasa di BPSDM Provinsi Kalbar sudah terlaksana 2 dengan cukup baik. Namun masih ada beberapa hambatan yang dialami seperti materi yang sulit bagi peserta, lemahnya komitmen OPD dan kurangnya sarana dan prasarana yang memadai. Kesimpulan: Oleh karena itu peneliti menyarankan pemerintah untuk mendatangkan narasumber yang berpengalaman, melakukan koordinasi dengan OPD di Kalimantan Barat dan mendata dan melaporkan asset secara terstruktur.
