Abstract
ABSTRACT Problem Statement/Background (GAP):. Quality of service is the fulfillment of requirements and achievement of the expectations of service recipients in a timely manner and a good level of service that can be provided in accordance with the expectations and needs of the community. The Financial Administration Services at the DPRD Secretariat of Bone Regency still need to be evaluated and improved. Objectives: to determine the quality of financial administration services in facilitating the Regional People's Legislative Council of Bone Regency and to describe the inhibiting factors as well as the efforts made in improving the quality of services at the Secretariat of the DPRD Bone Regency, South Sulawesi Province. Purpose: to identify the role of the Office of Food Crops, Horticulture and Plantations in fostering rice farmer groups, supporting and inhibiting factors and efforts made by the Office in overcoming these obstacles. Method: The research method used is qualitative research with descriptive methods. The data collection techniques used are observation, interviews and documentation. Result: The results of this study indicate that the role of the Office of Food Crops, Horticulture and Plantations in carrying out the development of rice farmer groups has been carried out well but not yet optimal. In carrying out the development of rice farmer groups, the Office of Food, Horticulture and Plantation of Konawe Regency is influenced by factors that support and hinder. The supporting factors are: environmental conditions and extensive land and the availability of facilities in the form of facilities and infrastructure. While the inhibiting factors include: the lack of Field Agricultural Extension Staff (PPL), the lack of availability of agricultural facilities and infrastructure and the lack of knowledge of farmers regarding market access. The efforts made are by providing assistance in the form of agricultural facilities and infrastructure, cooperation with marketing related parties and maximising the role of Field Agricultural Extension Officers (PPL). Conclusion: The role of the Food Crops, Horticulture and Plantation Service in fostering rice farmer groups in Konawe Regency has been carried out well but not optimally, if measured based on Soekanto's role theory because there is an imbalance between the rights obtained and the obligations that must be carried out, of course this can be used as material for evaluating the Food Crops, Horticulture and Plantation Service to be better in the future. Keywords: Role of the Department, Development, Farmer Groups, Paddy ABSTRAK Permasalahan/Latar Belakang (GAP): Sektor pertanian adalah sektor unggulan di Kabupaten Konawe karena sebagian besar masyarakatnya bekerja sebagai petani khususnya petani padi. Luasnya area persawahan dan didukung dengan potensi yang ada membuat Kabupaten Konawe menjadi Lumbung Beras di Sulawesi Tenggara. Kurangnya sarana dan prasarana pertanian serta kurangnya sumber daya manusia di bidang pertanian dapat mempengaruhi pendapatan dan kesejahteraan petani. Tujuan: untuk mengetahui Peran Dinas Tanaman Pangan, Hortikultura dan Perkebunan dalam pembinaan kelompok tani padi, faktor pendukung dan penghambat serta upaya yang dilakukan Dinas dalam mengatasi hambatan tersebut. Metode: Metode penelitian yang digunakan yaitu penelitian kualitatif dengan metode deskriptif.Teknik pengumpulan data yang digunakan yaitu observasi, wawancara dan dokumentasi.Hasil/Temuan: Hasil penelitian ini menunjukkan bahwa peran Dinas Tanaman Pangan, Hortikultura dan Perkebunan dalam melaksanakan pembinaan kelompok tani padi telah dilaksanakan dengan baik namun belum optimal. Dalam melaksanakan pembinaan kelompok tani padi Dinas Tanaman, Pangan Hortikultura dan Perkebunan Kabupaten Konawe dipengaruhi oleh faktor-faktor yang mendukung dan menghambat. Faktor pendukungnya yakni: kondisi lingkungan dan lahan yang luas serta ketersediaan fasilitas berupa sarana dan prasarana. Sedangkan faktor penghambat antara lain: kurangnya jumlah Pegawai Penyuluh Pertanian Lapangan (PPL), minimnya ketersediaan sarana dan prasarana pertanian serta kurangnya pengetahuan para petani mengenai akses pasar. Adapun upaya yang dilakukan yaitu dengan pemberian bantuan sarana dan prasarana pertanian, kerja sama dengan pihak terkait pemasaran serta memaksimalkan peran Penyuluh Pertanian Lapangan (PPL). Kesimpulan: Peran Dinas Tanaman Pangan, Hortikultura dan Perkebunan dalam pembinaan kelompok tani padi di Kabupaten konawe telah dilaksanakan dengan baik namun belum optimal, jika diukur berdasarkan teori peran Soekanto karena adanya ketidakseimbangan antara hak yang diperoleh dengan kewajiban yang harus dilaksanakan tentunya hal ini dapat dijadikan bahan Evaluasi Dinas Tanaman Pangan, Hortikultura dan Perkebunan agar menjadi lebih baik kedepannya Kata kunci: Peran Dinas, Pembinaan, Kelompok Tani, Padi
