Abstract

ABSTRACT Problems/Background (GAP): (Contains the background of the research). The author focuses on the implementation of non-cash food assistance (BPNT). Purpose: The aim of this research is to identify and describe the implementation of non-cash food assistance (BPNT) in Larantuka District. Methods: This study uses qualitative methods and inductive data analysis with implementation using Van Meter and Van Horn theories. Data collection techniques were carried out by observation, interviews (17 informants), and documentation. Results/Findings: The findings obtained by the authors in this study are that the implementation of non-cash food assistance (BPNT) in Larantuka District has been going quite well by fulfilling 6T and procedures and facilities and infrastructure that are adequate but there is still a lack of awareness from beneficiary families (KPM) as well as government staff and inadequate supervision from the local government. Conclusion: the implementation of non-cash food assistance (BPNT) in Larantuka District has been going well by fulfilling 6T and adequate procedures and facilities and infrastructure greatly affect the implementation of the non-cash food assistance program (BPNT) properly as evidenced by the poverty rate every year is decreasing in Larantuka District, it is advisable to provide socialization to people who do not understand about the non-cash food assistance program (BPNT). Penulis berfokus pada implementasi bantuan pangan non tunai (BPNT). Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui dan menggambarkan implementasi bantuan pangan non tunai (BPNT) di Kecamatan Larantuka. Metode: Penelitian ini menggunakan metode kualitatif dan analisis data secara induktif dengan implementasi menggunakan teori Van Meter dan Van Horn. Teknik pengumpulan data dilakukan dengan observasi, wawancara (17informan), dan dokumentasi. Hasil/Temuan: Temuan yang diperoleh oleh penulis dalam penelitian ini yaitu implementasi bantuan pangan non tunai (BPNT) di Kecamatan Larantuka telah berjalan dengan cukup baik dengan sudah memenuhi 6T dan prosedur serta sarana dan prasarana yang sudah memadai namun masih kurangnya kesadaran dari keluarga penerima manfaat (KPM) dan juga tenaga pemerintah serta pengawasan yang masih belum memadai dari pemerintah setempat. Kesimpulan: implementasi bantuan pangan non tunai (BPNT) di Kecamatan Larantuka telah berjalan baik dengan sudah memenuhi 6T dan prosedur serta sarana dan prasarana yang memadai sangat mempengarui untuk terlaksananya program bantuan pangan non tunai (BPNT) dengan baik yang dibuktikan dengan angka kemiskinan yang tiap tahun makin menurun di Kecamatan Larantuka, disarankan untuk memberikan sosialisasi terhadap masyarakat yang belum mengerti tentang program bantuan pangan non tunai (BPNT).
