Abstract
ABSTRACT Problem.background (GAP): In public services, the government is expected to provide good services to the community. The demands of the community to get quality public services continue to grow and increase from time to time. With that, to carry out the obligations of the government, of course, it must have an apparatus that is able to realize the public services expected by the community. Public services by the apparatus expected by the government to realize excellent public services are still not running optimally due to the competence of employees who are considered less qualified. Purpose: To find out how the competence of the state civil apparatus in providing public services to the people of Langkat Regency and to find out what are the inhibiting factors in the implementation of public services by the state civil apparatus and the efforts made to overcome these inhibiting factors for the competence of the state civil apparatus in carrying out public services at the One-Stop Integrated Investment and Licensing Service of Langkat Regency, North Sumatra Province. Method: The theory used in this study is the theory of Competence according to Wibowo (2016: 324) by considering three dimensions, namely the knowledge of employees, the skills possessed by employees and the attitudes of employees at work and with qualitative research methods and data collection techniques with interviews, and documentation. Results/Finding: The results of this study indicate that the implementation of public services to the people of Langkat Regency has been going quite well, because the inhibiting factors can be handled properly. Conclusion: There are main factors regarding employee competence, namely the educational background of employees who are not in accordance with their duties and functions, then the work attitude of employees who are less disciplined about working hours.
