Abstract
ABSTRACT Problem Statement/Background (GAP): The author focuses on enforcing regional regulations regarding waste management in the City of Tasikmalaya. Purpose: The aim of this research is to find out how to optimize the enforcement of regional regulations by the Civil Service Police Unit of the City of Tasikmalaya in dealing with Waste Management in the City of Tasikmalaya, and what are the obstacles experienced by the Satpol PP in the enforcement process, as well as the efforts made by the Satpol PP in the enforcement process to run smoothly. Method: This study uses a qualitative research method that is descriptive with an inductive approach. Data collection techniques used in this research are observation, interview, and documentation techniques. Result: The findings obtained by the authors in this study are optimizing the enforcement of regional regulations on waste management that have been going quite well but are still not optimal, because there are still several obstacles that are obstacles and there are efforts by the Satpol PP in optimizing enforcement of regional regulations. Conclusion: Optimizing the Enforcement of Regional Regulations on Waste Management has been going quite well but it is still not optimal because the government immediately issued policies such as the mandatory clean Friday program and the formation of the Tasik Resik Waste Management Task Force still has several obstacles within the scope of the Civil Service Police Unit itself, with limited human resources , facilities and infrastructure, and budget, which can affect the implementation of the duties of the Civil Service Police Unit in enforcing these regional regulations. Keywords: Optimization, Law Enforcement, Satpol PP, Trash Management ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada penegakan peraturan daerah tentang pengelolaan sampah di Kota Tasikmalaya. Tujuan: Penelitian ini bertujuan ini adalah untuk mengetahui bagaimana optimalisasi penegakan peraturan daerah yang dilakukan pihak Satuan Polisi Pamong Praja Kota Tasikmalaya dalam menangani Pengelolaan Sampah di Kota Tasikmalaya, dan apa saja hambatan yang dialami Satpol PP dalam proses penegakan, serta upaya yang dilakukan Satpol PP dalam proses penegakan agar berjalan lancar. Metode: Penelitian ini menggunakan metode penelitian kualitatif yang bersifat deskriptif dengan pendekatan induktif. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah teknik Observasi, Wawancara, dan Dokumentasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu optimalisasi penegakan peraturan daerah tentang pengelolaan sampah sudah berjalan cukup baik namun masih belum optimal, dikarenakan masih terdapat beberapa kendala yang menjadi penghambat serta adanya upaya Satpol PP dalam pelaksanaan optimalisasi penegakan peraturan daerah. Kesimpulan: Optimalisasi Penegakan Peraturan Daerah tentang Pengelolaan Sampah sudah berjalan cukup baik namun masih belum optimal dikarenakan pemerintah yang langsung mengeluarkan kebijakan seperti program wajib jumat bersih dan pembentukan Satuan Tugas Pengelolaan Sampah Tasik Resik masih memiliki beberapa hambatan di lingkup Satuan Polisi Pamong Praja itu sendiri, dengan keterbatasan SDM, Sarana dan Prasarana, dan anggaran, yang mana hal tersebut dapat mempengaruhi terhadap pelaksanaan tugas Satuan Polisi Pamong Praja dalam menegakan peraturan daerah tersebut.
