Abstract

ABSTRACT Problem Statement/Background(GAP): Researchers focus on the implementation of billboards that have not been organized so that it requires handling in the form of controlling billboards that do not comply with the rules.Purpose: The purpose of this study is to describe and analyze the enforcement of Regional Regulation Number 4 of 2019 in Semarang City, Central Java Province, inhibiting factors in the enforcement of Regional Regulation Number 4 of 2019 on Billboards in Semarang City, efforts to overcome obstacles in the Enforcement of Regional Regulation Number 4 of 2019 on Billboards in Semarang City, Central Java Province. Method: This study uses a qualitative method with an inductive approach. Data collection techniquesusing observation, interviews and documentation. Result: The findings obtained by the author in this study are that the enforcement of Regional Regulation Number 4 of 2019 concerning billboards in Semarang City has not run according to the rules. The inhibiting factors are, 1) There is no Mayor Regulation that further regulates the division of tasks and authority in controlling permanent and non-permanent billboards by the Department, 2) limited budget availability, 3) lack of Apparatus Resources, 4) lack of public awareness about the implementation of billboards, 5) a culture of people who want to take care of billboard licenses instantly without going through the SOP for implementation. Conclusion: Enforcement of Regional Regulation Number 4 of 2019 concerning Billboards in Semarang City will not be effective if the Mayor's Regulation which is the implementing regulation of the Regional Regulation is not immediately made, so other inhibiting factors will not be resolved if the main problem of Law Enforcement is not resolved. ABSTRAK Permasalahan/Latar Belakang(GAP): Peneliti berfokus pada penyelenggaraan reklame yang belum teratur sehingga memerlukan adanya penanganan berupa penertiban reklame yang tidak sesuai aturan. Tujuan: Tujuan dari penelitian ini adalah untuk untuk mendeskripsikan dan menganalisis penegakan Peraturan Daerah Nomor 4 Tahun 2019 Di Kota Semarang Provinsi Jawa Tengah, faktor penghambat dalam penegakan Peraturan Daerah Nomor 4 Tahun 2019 Tentang Reklame Di Kota Semarang, upayamengatasi hambatan pada Penegakan Peraturan Daerah Nomor 4 Tahun 2019 tentang Reklame Di Kota Semarang Provinsi Jawa Tengah. Metode: Penelitian ini menggunakan metode kualitatif dengan pendekatan induktif. Teknik pengumpulan data menggunakan observasi, wawancara dan dokumentasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu Penegakan Peraturan Daerah Nomor 4 Tahun 2019 tentang Reklame Di Kota Semarang belum berjalan sesuai aturan. Adapun yang menjadi faktor penghambat yaitu, 1) Belum adanya Peraturan Walikota yang mengatur lebih lanjut mengenai pembagian tugas dan wewenang dalam penertiban reklame permanen dan non permanen oleh Dinas, 2) terbatasnya ketersediaan anggaran, 3) kurangnya Sumber Daya Aparatur, 4) kurangnya kesadaran masyarakat tentang penyelenggaraan reklame, 5) budaya masyarakat yang ingin mengurus izin reklame secara instan tanpa melalui SOP penyelenggaraan. Kesimpulan: Penegakan Peraturan Daerah Nomor 4 Tahun 2019 tentang Reklame Di Kota Semarang tidak akan efektif apabila Peraturan Walikota yang menjadi aturan pelaksana Peraturan Daerah tidak segera dibuat, sehingga faktor-faktor penghambat lainnya tidak akan teratasi apabila permasalahan utama Penegakan Hukum tidak terselesaikan.
