Abstract
ABSTRACT Problems/ Background (GAP): The government currently requires information technology innovation to improve personnel management services, therefore the Regional Personnel and Human Resources Development Agency (BKPSDMD) of South Bangka Regency created an application for the Personnel Data Service Information System (SILADA) which used to make it easier for employees to get data and information to support work and employee management. This study aims to identify and analyze and describe how SILADA is implemented, the inhibiting and driving factors as well as the efforts made by BKPSDMD South Bangka Regency to overcome obstacles in implementing the SILADA. Purpose: This study aims to determine and analyze and describe how the implementation of SILADA, the inhibiting and driving factors and efforts made by BKPSDMD South Bangka Regency to overcome obstacles in the implementation of SILADA. Method: This study uses a qualitative descriptive method with an inductive approach. Data collection techniques used are observation, interviews and documentation. After that, the information is analyzed through the stages of reduction, presentation and drawing conclusions. Results/Findings: There are obstacles including the lack of employee competence, facilities and infrastructure as well as the supporting budget for the SILADA application. Efforts have been made to overcome these obstacles by providing employee training, improving facilities and infrastructure, and increasing the SILADA budget. Conclusion: The results of the study show that the implementation of SILADA services at the Regional Personnel and Human Resources Development Agency for South Bangka Regency is in accordance with the targets and achieves its goals but is still not effective. Keywords: SILADA, Effectiveness, Employees ABSTRAK Permasalahan/ Latar Belakang (GAP): Pemerintahan saat ini membutuhkan inovasi teknologi informasi guna meningkatkan pelayanan manajemen kepegawaian, oleh karena itu Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Daerah (BKPSDMD) Kabupaten Bangka Selatan menciptakan suatu aplikasi Sistem Infromasi Layanan Data Kepegawaian (SILADA) yang digunakan untuk memudahakan pegawai dalam mendapatkan data dan informasi guna menunjang pekerjaan dan manajemen pegawai. Tujuan: Penelitian ini bertujuan untuk mengetahui dan menganalisis serta mendeskripsikan bagaimana pelaksanaan SILADA, faktor penghambat dan pendorong serta upaya yang dilakukan oleh BKPSDMD Kabupaten Bangka Selatan untuk mengatasi hambatan dalam pelaksanaan SILADA tersebut. Metode: Penelitian ini menggunakan metode deskriptif kualitatif dengan pendekatan induktif. Teknik pengumpulan data yang digunakan adalah observasi, wawancara dan dokumentasi. Setelah itu, informasi dianalisis melalui tahapan reduksi, penyajian dan penarikan kesimpulan. Hasil/Temuan: Terdapat hambatan diantaranya ialah kompetensi pegawai yang masih kurang, sarana dan prasarana serta anggaran penunjang aplikasi SILADA. Upaya yang dilakukan untuk mengatasi hambatan tersebut, adalah dengan cara memberikan pelatihan pegawai, meningkatkan sarana dan prasarana, serta menambah anggaran SILADA. Kesimpulan: Hasil penelitian menunjukan pelaksanaan pelayanan SILADA di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Daerah Kabupaten Bangka Selatan sudah sesuai dengan sasaran dan mencapai tujuan namun masih belum efektif.
