Abstract
ABSTRACT Problem Statement/Background (GAP): E-Government in Indonesia or the Electronic-Based Government System (SPBE) is one aspect that is considered from the central level to the regional level, one example is the evaluation of the implementation of the electronic-based government system carried out by the Ministry of Agriculture. Purworejo Regency is one of the Regional Governments that implements e-government and participates in the evaluation with SPBE index data for 2021 and 2022, namely 2.34 and 2.80. Purpose: The purpose of this study is to obtain a conceptual framework of e-government based on the government's perspective with a case study in the Communication, Informatics, Statistics and Coding Office of Purworejo district. Method: The research was conducted using qualitative methods with the unified theory of acceptance and use of technology (UTAUT). Data collection techniques are carried out through interviews, documentation and observation which are then analyzed using data triangulation. Result : Implementation and development to achieve community expectations requires encouragement from the government so that the implementation of e-government can affect the community and government. Based on the business expectations, the implementation and development of e-government requires consideration of human resources and ICT literacy so that accessibility can be achieved and optimal utilization and use internally and externally government. Meanwhile, based on the expectation of e-government performance can produce efficiency in time, cost and energy of government administration. Conclusion: Based on the research conducted, results were obtained on the social influence of the community from the government's point of view on the implementation of e-government, performance expectations and efforts of the Purworejo Regency Government in adopting e-government and the conceptual framework of e-government. ABSTRAK Permasalahan/Latar Belakang (GAP): E-Government di Indonesia atau Sistem Pemerintah Berbasis Elektronik (SPBE) merupakan salah satu aspek yang diperhatikan dari tingkat pusat hingga tingkat daerah salah satu contohnya dengan adanya evaluasi pelaksanaan sistem pemerintah berbasis elektronik yang dilakukan oleh Kemenpanrb. Kabupaten Purworejo merupakan salah satu Pemerintah Daerah yang menerapkan e-government dan mengikuti evaluasi dengan data indeks SPBE 2021 dan 2022 yaitu 2,34 dan 2,80. Tujuan: Tujuan dari penelitian ini adalah untuk untuk mendapatkan suatu kerangka konseptual e-government berdasarkan perspektif pemerintah dengan studi kasus di Dinas Komunikasi, Informatika, Statistika dan Persandian kabupaten Purworejo. Metode: Penelitian yang dilakukan menggunakan metode kualitatif dengan teori unified theory of acceptance and use of technology (UTAUT). Teknik pengumpulan data yang dilakukan melalui wawancara, dokumentasi dan observasi yang kemudian dianalisis menggunakan triangulasi data. Hasil/Temuan: Penerapan dan pengembangan untuk mencapai harapan masyarakat diperlukan dorongan dari pemerintah sehingga penerapan e-government dapat berpengaruh di masyarakat dan pemerintah. Berdasarkan segi harapan usaha didapatkan penerapan dan pengembangan e-government membutuhkan pertimbangan SDM serta literasi TIK sehingga aksesibilitas dapat tercapai dan optimal pemanfaatan dan penggunaan secara internal maupun eksternal pemerintah. Sedangkan berdasarkan harapan kinerja e-government dapat menghasilkan efisiensi waktu, biaya dan tenaga penyelenggaraan pemerintahan. Kesimpulan: Berdasarkan penelitian yang dilakukan didapatkan hasil tentang pengaruh sosial masyarakat dari sudut pandang pemerintah terhadap penerapan e-government, harapan kinerja dan usaha Pemerintah Kabupaten Purworejo dalam mengadopsi e-government serta kerangka konseptual e-government.
