Abstract
ABSTRACT (in english) Problems/Background (GAP): The religious tourism object of the Cross of Love is a tourism object that has the potential to be developed. Purpose: This study aims to analyze and examine how the Policy Implementation of the Head of the Tourism Office in Developing Religious Tourism Objects of the Cross of Love, North Tapanuli Regency, North Sumatra Province. Method: This study uses a qualitative descriptive method. Furthermore, the data collected using interviews, observation, and documentation techniques as well as using a purposive sampling technique with 20 (twenty) informants. Results/Findings: The findings obtained by the authors in this study are the Implementation of the Tourism Service Policy in Developing Religious Tourism Objects of the Cross of Love in North Tapanuli Regency, North Sumatra Province, which have been implemented, but are still constrained by the dimensions of resources and dispositions. Supporting factors for this policy are natural potential that has the potential to produce new tourist objects, geographical conditions that are at their peak, a clear legal basis as the basis for implementation. The inhibiting factors for this policy are facilities and infrastructure that have not been renovated reducing the interest of tourists to visit, the availability of staff who do not have qualified skills and do not have a tourism background, and the lack of promotion by the North Tapanuli Regency Tourism Office. The efforts made by the government to overcome this problem are to provide appropriate regulations as a basis for implementing policies, optimal management of religious tourism objects and attractions of the Cross of Love and improving the quality of human resources. Conclusion: Implementation of Tourism Office Policies in Developing Religious Tourism Objects of the Cross of Love has been carried out well, it's just not optimal Keywords: Implementation, Religious Tourism Object of the Cross of Love, Development ABSTRAK (in bahasa) Permasalahan/Latar Belakang (GAP) : Objek wisata religi Salib Kasih adalah objek wisata yang potensial untuk dikembangkan. Tujuan: Penelitian ini bertujuan untuk menganalisis dan meneliti bagaimana Implementasi Kebijakan Kepala Dinas Pariwisata Dalam Mengembangkan Objek Wisata Religi Salib Kasih Kabupaten Tapanuli Utara Provinsi Sumatera Utara. Metode: Penelitian ini menggunakan metode deskriptif kualitatif. Selanjutnya data yang dikumpulkan menggunakan teknik wawancara, observasi, dan dokumentasi serta menggunakan teknik purposive sampling dengan informan 20 (dua puluh) orang. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu Implementasi Kebijakan Dinas Pariwisata Dalam Mengembangkan Objek Wisata Religi Salib Kasih Kabupaten Tapanuli Utara Provinsi Sumatera Utara telah dilaksanakan, namun masih terkendala pada dimensi sumber daya dan disposisi. Faktor Pendukung kebijakan ini adalah potensi alam yang berpotensial menghasilkan objek wisata baru, Kondisi geografis yang berada dipuncak, dasar Hukum yang jelas sebagai dasar pelaksanaan. Faktor penghambat kebijakan ini adalah sarana dan prasarana yang belum direnovasi mengurangi minat wisatawan berkunjung, Ketersediaan staf yang belum memiliki skill yang mumpuni dan tidak memiliki latar belakang pariwisata, serta kurangnya promosi yang dilakukan Dinas Pariwisata Kabupaten Tapanuli Utara. Adapun upaya yang dilakukan pemerintah untuk mengatasi permasalahan ini adalah menyediakan regulasi yang tepat sebagai dasar pelaksanaan kebijakan, pengelolaan objek dan daya tarik wisata religi salib kasih yang optimal dan meningkatkan kualitas sumber daya manusia .Kesimpulan: Implementasi Kebijakan Dinas Pariwisata Dalam Mengembangkan Objek Wisata Religi Salib Kasih telah terlaksana dengan baik hanya saja belum optimal Kata Kunci : Implementasi, Objek Wisata Religi salib kasih, Pengembangan
