Abstract
ABSTRACT Problems/Backround (GAP): Kecamatan Integrated Administration Service (PATEN) is a management innovation in order to facilitate, bring closer and accelerate services regarding administration, both licensing and non-licensing at the sub-district level. The process starts from application to issuance of documents in one place, but sometimes experiences problems such as the way of service, illegal levies, and people who still do not understand the necessary requirements. Purpose: This study aims to determine the effectiveness of the implementation of the District Integrated Administration Service (PATEN) in Kertasemaya District, Indramayu Regency. As well as wanting to know the inhibiting and supporting factors of the PATENT itself. Method: The form of research used is qualitative descriptive using an inductive approach. The informant determination techniques used are quota procedures and purposive sampling. The source of this research data is the results of interviews and PATENT documents. The data collection techniques used are structured interview techniques, participatory observation and documentation. Data analysis carried out is data reduction, data presentation, and conclusions. Results/Findings: The results of this study indicate that the effectiveness of the PATEN is based on existing regulations as well. This is also supported by other inhibiting and supporting factors as well Conclusion: Based on the results of the study, it can be concluded that the implementation of PATENT in making SKTM in general can be concluded to be effective, but it can be maximized through indicators that have not gone well. The author's suggestion is to make improvements to facilities and infrastructure that support the implementation of PATEN, multiply information related to the requirements of the service and provide incentives to outstanding employees to provide moivasi.. Keywords: Effectiveness, Service, District Integrated Administration Services (PATEN), Certificate of Incapacity (SKTM) ABSTRAK Permasalah/Latar Belakang (GAP): Pelayanan Administrasi Terpadu Kecamatan (PATEN) merupakan inovasi manajemen dalam rangka memudahkan, mendekatkan dan mempercepat pelayanan mengenai admnisitrasi, baik perizinan maupun non perizinan di tingkat kecamatan. Prosesnya dimulai dari permohonan sampai terbitnya dokumen dilaksanakan dalam satu tempat, akan tetapi terkadang mengalami masalah seperti cara pelayanan, pungutan liar, dan mayarakat yang masih belum mengerti mengenai persyaratan yang diperlukan. Tujuan: Penelitian ini bertujuan untuk mengetahui efektivitas dari penyelenggaraan Pelayanan Admiistrasi Terpadu Kecamatan (PATEN) di Kecamatan Kertasemaya Kabupaten Indramayu. Serta ingin mengetahui faktor penghambat dan pendukung dari PATEN itu sendiri. Metode: Bentuk penelitian yang digunakan adalah deskriptif kualitatif dengan menggunakan pendekatan induktif. Teknik penentuan informan yang digunakan adalah prosedur kuota dan purposive sampling. Sumber data penelitian ini adalah hasil wawancara dan dokumen PATEN. Teknik pengumpulan data yang digunakan adalah Teknik wawancara terstruktur, observasi partisipatif dan dokumentasi. Analisis data yang dilakukan yakni reduksi data, penyajian data, dan penarikan kesimpulan. Hasil/Temuan: Hasil penelitian ini menunjukkan bahwa keefektivitasan dari PATEN tersebut didasari dengan regulasi yang ada jug. Hal tersebut jug di dukung oleh faktor penghambat dan pendukung lainnya juga. Kesimpulan: Berdasarkan hasil penelitian dapat disimpulkan bahwa pelaksanaan PATEN dalam pembuatan SKTM secara umum dapat disimpulkan sudah efektif, namun bisa saja lebih dimaksimalkan melalui indikator yang belum berjalan baik.
