Abstract
ABSTRACT Problem Statement/Background (GAP): ASN competencies based on Permenpan RB Number 38 of 2017 include technical competence, managerial competence and socio-cultural competence. This is in line with competence according to the theory of Covey, Roger and Rebecca Merril in Sedarmayanti (2017) there are three dimensions of apparatus competence, namely technical competence, conceptual competence and competence for life. These three competencies are important to be owned and developed by the apparatus. The author focuses on the apparatus in the Tulungagung Regency Culture and Tourism Office, furthermore referred to as Disbudpar as a regional apparatus organization tasked with improving tourism. Purpose: This study aims to analyze and describe the development of apparatus resource competence, analyze supporting and inhibiting factors in the development of apparatus resource competence, and can formulate strategies for developing apparatus resource competence in increasing tourism in Tulungagung Regency Disbudpar. Method: The research method uses descriptive qualitative methods with an inductive approach. Collecting data with data triangulation techniques, including interviews, observations and documentation. Then analyze the data by reducing data, presenting data, concluding and verifying data. Result: The results showed that the development of apparatus resource competence in increasing tourism in Tulungagung Regency Disbudpar has not gone well enough. Supporting factors for the development of apparatus resource competence include the suitability of vision and mission, strong commitment from stakeholders, opportunities from Indonesia's economic growth, support for political influence, rapid technological development and supportive government regulations. Inhibiting factors include the low quality of apparatus resources, minimal budget, lack of conditions and availability of facilities and infrastructure, and threats from the influence of unfavorable socio-cultural conditions. Conclusion: The strategy for developing the competence of apparatus resources in increasing tourism with the highest priority level based on the results of litmus tests is to fix and improve the quality of apparatus human resources balanced with budget improvements and complete infrastructure facilities that support the development of apparatus resource competencies in increasing tourism through the use of economic development, information technology and the influence of political support in 2023. Keywords: Strategy, Competency Development, and Human Resources Apparatus ABSTRAK Permasalahan/Latar Belakang (GAP): Kompetensi ASN berdasarkan Permenpan RB Nomor 38 Tahun 2017 diantaranya adalah kompetensi teknis, kompetensi manajerial dan kompetensi sosial kultural. Hal ini senada dengan kompetensi menurut teori Covey, Roger dan Rebecca Merril dalam Sedarmayanti (2017) terdapat tiga dimensi kompetensi aparatur yakni kompetensi teknis, kompetensi konseptual dan kompetensi untuk hidup. Ketiga kompetensi tersebut penting untuk dimiliki dan dikembangkan oleh aparatur. Penulis berfokus pada aparatur yang ada di Dinas Kebudayaan dan Pariwisata Kabupaten Tulungagung selanjutnya disebut dengan Disbudpar sebagai organisasi perangkat daerah yang bertugas untuk meningkatkan kepariwisataan. Tujuan: Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan pengembangan kompetensi sumber daya aparatur, menganalisis faktor-faktor pendukung dan penghambat dalam pengembangan kompetensi sumber daya aparatur, serta dapat merumuskan strategi pengembangan kompetensi sumber daya aparatur dalam peningkatan pariwisata di Disbudpar Kabupaten Tulungagung. Metode: Metode penelitian menggunakan metode kualitatif deskriptif dengan pendekatan induktif. Mengumpulkan data dengan teknik triangulasi data yakni wawancara, observasi dan dokumentasi. Kemudian menganalisis data dengan melakukan reduksi data, penyajian data, kesimpulan dan verifikasi data. Hasil/Temuan: Hasil penelitian menunjukkan bahwa pengembangan kompetensi sumber daya aparatur dalam peningkatan pariwisata di Disbudpar Kabupaten Tulungagung belum berjalan dengan cukup baik. Faktor pendukung pengembangan kompentensi sumber daya aparatur diantaranya adalah terdapat kesesuaian visi dan misi, komitmen kuat dari stakeholder, peluang dari pertumbuhan ekonomi Indonesia, dukungan pengaruh politik, perkembangan teknologi yang pesat serta regulasi pemerintah yang mendukung. Faktor penghambat diantaranya adalah rendahnya kualitas sumber daya aparatur, anggaran yang minim, kurangnya kondisi dan ketersediaan sarana dan prasarana, serta ancaman dari pengaruh kondisi sosial budaya yang kurang mendukung. Kesimpulan: Strategi pengembangan kompetensi sumber daya aparatur dalam peningkatan pariwisata dengan tingkat prioritas tertinggi berdasarkan hasil uji litmus yakni Memperbaiki dan meningkatkan kualitas sumber daya manusia aparatur diimbangi dengan pembenahan anggaran dan melengkapi sarana prasarana yang mendukung pengembangan kompetensi sumber daya aparatur dalam peningkatan pariwisata melalui pemanfaatan perkembangan ekonomi, teknologi informasi dan pengaruh dukungan politik di tahun 2023.
