Abstract
Problem Statement/Background (GAP): People's mindset and behavior are certainly different, where there are those who follow the rules of norms and some who violate the norms or can be said to be inappropriate. For behavior that is not in accordance with applicable legal norms, it is usually referred to as deviation from applicable legal norms. Purpose: This study aims to find out how the enforcement of regional regulations carried out by the Ambon City Pamong Praja Police Unit in handling the control and distribution of alcoholic beverages in Ambon City, and what obstacles Satpol pp experienced in the enforcement process, as well as the strategies built by satpol pp in the enforcement process to run smoothly. Method: The method used is descriptive with a deductive approach. Data collection is carried out in three ways, namely interviews, observations and documentation. And the data analysis techniques used are data reduction, data presentation and conclusions. Result: The results of the study indicate that the enforcement of regulations implemented in Ambon City in its implementation are still many who violate, there are several obstacles and there are strategies made by the Ambon City Satpol PP. Conclusion: Based on the analysis that has been carried out, the conclusions of this study can be drawn are: (1) Enforcement of local regulations on the control and supervision of alcoholic beverages by Satpol pp Ambon City has been implemented, but in the observation of the author there are still found places of sale of alcoholic beverages that are outside the government's permission. (2) The obstacles that are still encountered in the enforcement of local regulations for the control and distribution of alcoholic beverages, among others, are from violators of this rule, there are still sellers who do not care about the rules by still selling alcoholic beverages illegally. (3) The strategy carried out by Satpol PP is to build relations and coordination between related parties to assist each other in the control and supervision of alcoholic beverages. The advice given by the researcher is that Satpol PP Ambon City is expected to carry out tasks more optimally, it is hoped that it can build good coordination of cooperation with related parties.
