Abstract

Problems/Background (GAP): The percentage of position placements that match the qualifications and competencies of positions at the Secretariat of the East Jakarta City Administration is still at 45.48% of the total 664 employees. This means that out of 664 executive positions, only 302 positions are filled by employees with the right competencies and qualifications. Purpose: To find out how the process of placing employees in the City of Administration in East Jakarta. Method: The research method used is descriptive qualitative research method. Data obtained through observation, interviews, and documentation. Data analysis techniques are carried out by reducing data, presenting data, and drawing conclusions from what is obtained in the field. Results/Findings: The East Jakarta Administrative City Government is carried out systematically, comprehensively, and regulated by legal regulations that take into account all these series of activities. The position of the Secretariat of the East Jakarta Administration City Government is in providing proposals for employee needs and employee transfers. while the procurement, promotion, and demotion are outside the responsibility and authority of the East Jakarta City Administration Secretariat. Conclusion: In the process of placing employees in the East Jakarta City Administration, the author concludes that the management of the division of tasks must be adjusted to the abilities of the employee. This is done so that employees who have been given the task can be responsible for the work that has been given. There are 11 employee principles, namely: Humanity, Democracy, Right Individuals, Equality of compensation, Unity of direction, Unity of purpose, Unity of command, Effectiveness, Efficiency, and Performance. In this case, the Secretariat of the East Jakarta City Administration only proposes the number of employees needed by referring to the Law of the Republic of Indonesia Number 5 of 2014 concerning State Civil Apparatus and Government Regulation Number 11 of 2017 concerning Management of Civil Servants. The Government Regulation does not only discuss employee proposals, but also deals with promotion transfers and employee transfers.
