Abstract
Problem/Background (GAP) : Effectiveness is a certain effort or a level of success that can be achieved by a person or a company. Therefore, this research aims to determine the achievement of the effectiveness of controlling the Establishment Permit Building (IMB) of the Civil Service Police Unit and the Fire Department Sinjai Regency through three approaches, Source Approach, Process Approach, Target Approach. Purpose : This study aims to determine the control carried out by the Civil Service Police Unit (Satpol PP) of Sinjai Regency in an effort to enforce regional regulations for peace and public order. The control referred to in this research is focused on controlling the Building Permit (IMB). Method: used is descriptive qualitative with interviews, observations, and documents as data collection techniques. Control analysis using Retno Widjayanti's theory includes; direct control and indirect control. Result/Findings : The results of the study indicate that the control of IMB is still not running optimally. The inhibiting factors in the enforcement process are the very minimal budget factor, the law enforcement factor that is still lacking in personnel, the supporting facilities and facilities are still lacking, the public's lack of knowledge in seeking information related to licensing, and the culture that is still very attached to the community.. Conclusion : IMB control in Snjai Regency has not been optimal due to several factors, both internal and external. Keywords: Control, Building Permit, Regional Regulation
