Abstract
Forest and land fires are routine events that occur every year in every area of Central Kalimantan, one of which is in the City of Palangka Raya. As a result of forest and land fires that often occur, it causes a lot of losses for the community which are not only felt by the people of Palangka Raya City themselves, but also by people across provinces and even neighboring countries. This study aims to analyze the actions of the Palangka Raya City Government in preventing forest and land fires, especially the implementation of the coordination of BPBD and the Environment Service which has the main task of preventing forest and land fires as well as the factors that are inhibiting and supporting the implementation of coordination between BPBD and the Environment Service. in preventing forest and land fires in Palangka Raya City. This study uses descriptive qualitative methods using data collection techniques through interviews, observation, and documentation with data analysis techniques using data reduction methods, data presentation, and drawing conclusions. The theoretical approach used in this research is the theory of Edwards III (2008: 149-154) related to policy implementation with several factors, namely, communication, bureaucratic structure, disposition, and resources. The results of this study show that (1) the implementation carried out by BPBD and the Environmental Service has not gone well, although it is not optimal because the optimization of forest and land fire prevention cannot work only with the coordination of two agencies (2) supporting factors for the implementation of coordination between BPBD and the Environment Agency. Life is forest fires that always occur every year, the lack of resources from BPBD and the Environment Agency in preventing forest and land fires, and BPBD and the Environment Agency having an interest in preventing forest and land fires, as well as inhibiting factors for implementing coordination between BPBD and the Environment Service. is the absence of a warrant to make a joint work plan.
