Abstract
ABSTRACT Problem Statment/Background (GAP): Population Document is an official document issued by the Implementing Agency in this case the Population and Civil Registration Service which has legal force as authentic evidence resulting from population registration and civil registration services. Obtaining a residence document is the right of every resident, including a death certificate. The Department of Population and Civil Registration of Binjai City has tried to provide the best service to the people of Binjai City. However, in terms of issuing death certificates, the percentage is still low when compared to other population documents. To find out why the number of death certificates in Binjai City is low, the author takes the title "PERFORMANCE OF THE POPULATION AND CIVIL REGISTRATION OF BINJAI CITY IN ISSUANCE OF DEATH CERTIFICATE QUOTES IN BINJAI CITY". Purpose: The purpose of this study was to determine the performance of the Department of Population and Civil Registration, the obstacles encountered in the service of death certificates and the efforts made to overcome these obstacles. Method: The theory that the author uses in this study is the theory of performance according to Amri Yousa in Wasistiono (2002). The method used in this research is descriptive qualitative with an inductive approach and data collection techniques are through observation, interviews and documentation. Result: The results of this study indicate that the performance of the Department of Population and Civil Registration in Binjai City in the death certificate service has not been maximized. This is due to the inhibiting factor, namely the lack of community participation in the management of death certificates. Conclusion/Sugegestion: Seeing these obstacles, the authors suggest to carry out regular socialization of the importance of obtaining death certificates and updating facilities and infrastructure, including increasing the number of human resources and improving their quality. Keywords: Performance, Creation, Death Certificate ABSTRAK Permasalahan/Latar Belakang (GAP): Dokumen Kependudukan adalah dokumen resmi yang diterbitkan oleh Instansi Pelaksana dalam hal ini Dinas Kependudukan dan Pencatatan Sipil yang mempunyai kekuatan hukum sebagai alat bukti autentik yang dihasilkan dari pelayanan pendaftaran penduduk dan pencatatan sipil. Memperoleh dokumen kependudukan merupakan hak setiap penduduk termasuk akta kematian. Dinas Kependudukan dan Pencatatan Sipil Kota Binjai telah berupaya untuk memberikan pelayanan terbaik kepada masyarakat Kota Binjai. Namun dalam hal penerbitan kutipan akta kematian persentasenya masih rendah jika dibandingkan dengan dokumen kependudukan lain. Untuk mengetahui mengapa jumlah pengurusan akta kematian di Kota Binjai rendah maka penulis mengambil judul “KINERJA DINAS KEPENDUDUKAN DAN PENCATATAN SIPIL KOTA BINJAI DALAM PENERBITAN KUTIPAN AKTA KEMATIAN DI KOTA BINJAI”. Tujuan: Tujuan penelitian ini adalah untuk mengetahui kinerja Dinas Kependudukan dan Pencatatan Sipil, hambatan-hambatan yang ditemui dalam pelayanan akta kematian dan upaya-upaya yang dilakukan untuk mengatasi hambatan-hambatan tersebut. Metode: Teori yang penulis gunakan dalam penelitian ini adalah teori kinerja menurut Amri Yousa dalam Wasistiono (2002). Metode yang digunakan dalam penelitian ini yaitu kualitatif deskriptif dengan pendekatan induktif dan teknik pengumpulan data yaitu melalui observasi, wawancara dan dokumentasi. Hasil/Temuan: Hasil penelitian ini menunjukkan bahwa kinerja Dinas Kependudukan dan Pencatatan Sipil Kota Binjai dalam pelayanan akta kematian belum maksimal. Hal tersebut disebabkan karena adanya faktor penghambat yaitu kurangnya partisipasi masyarakat dalam pengurusan akta kematian. Kesimpulan dan Saran: Melihat hambatan tersebut penulis memberi saran untuk melakukan sosialisasi secara rutin akan pentingnya pengurusan akta kematian serta memperbaharui sarana dan prasarana, termasuk menambah jumlah sumber daya manusia dan meningkatkan kualitasnya.
