Abstract
Problem/Background (GAP): The personnel management information system has an important role in supporting and supporting employee information needs and meeting the needs of employee decision makers in all agencies. Therefore, the Gowa Regency Personnel and Human Resources Development Agency made an overhaul of the personnel management information system by creating an application hereinafter referred to as MySIMPEG as a form of personnel administration service that uses information technology in its operation. Purpose: This study aims to identify and analyze the implementation of the MySIMPEG application, analyze and classify the inhibiting factors and the efforts made by the Gowa Regency Personnel and Human Resources Development Agency in overcoming these obstacles. Methods: This study uses the Implementation theory of George C. Edwards III in Syafri and Setyoko (2010: 35). The research method used in this study is a qualitative descriptive method with an inductive approach. Data was collected by using interview, observation and documentation techniques. The data were then analyzed with data reduction techniques, data presentation, and drawing conclusions. Results/Findings: The results showed that the implementation of the MySIMPEG application at the Gowa Regency Personnel and Human Resources Development Agency had not run optimally as seen from the lack of consistency of employees in operating the MySIMPEG application, the lack of computer intermediaries and network instability at the time of data input, and the absence of incentives for MySIMPEG application managers. So the author gives some suggestions for the Head of the Gowa Regency Human Resources Development Personnel Agency and their employees to play a more active role to immediately resolve existing obstacles. Conclusion: The implementation of the MySIMPEG application in improving personnel services at the Agency for Personnel and Human Resources Development in Gowa Regency, South Sulawesi Province as a whole has not been optimal, as can be seen from the inconsistency of employees in inputting data, the lack of resources and the absence of additional wages for employees.
