Abstract
ABSTRACT Problem Statement/Background (GAP): The use of smartphones and internet access by the community certainly has a good impact on the progress of Kupang City. However, it is unfortunate that the use of the internet has not been used as a means for the community to obtain public services in Kupang City. Purpose: The purpose of this study was to determine the application of Kupang Smart City and its use in public services in Kupang City with the research title Implementation of Kupang Mayor Regulation Number 49 of 2019, concerning Kupang Smart City in Kupang City, East Nusa Tenggara. Method: qualitative approach using implementation theory. Data collection techniques in the form of observation, interviews and documentation. Result: The results show that the implementation of the Kupang Mayor Regulation Number 49 of 2019, concerning the Kupang Smart City, especially the Smart Governance Development in Kupang City, East Nusa Tenggara, is not yet optimal, there are still several indicators of successful implementation that need to be improved. Conclusion: The implementation of the Kupang Mayor's Regulation Number 49 of 2019, concerning the Kupang Smart City, especially the Development of Smart Governance in the City of Kupang, East Nusa Tenggara has not been optimal. Keywords: Implementation, Smart City ABSTRAK Permasalahan/Latar Belakang (GAP): Penggunaan smartphone dan akses internet oleh msyarakat ini tentunya berdampak baik bagi kemajuan Kota Kupang. Namun sangat disayangkan penggunaan internet tersebut belum digunakan sebagai sarana masyarakat untuk mendapatkan pelayanan publik di Kota Kupang. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui penerapan Kupang Smart City dan pemanfaatannya pada pelayanan publik di Kota Kupang dengan judul penelitian Implementasi Peraturan WaliKota Kupang Nomor 49 Tahun 2019, tentang Kupang Smart City di Kota Kupang Nusa Tenggara Timur. Metode: Pendekatan kualitatif dengan menggunakan teori Implementasi. Teknik pengumpulan data berupa observasi, wawancara dan dokumentasi. Hasil/Temuan: Hasil penelitian menunjukkan Implementasi Peraturan WaliKota Kupang Nomor 49 Tahun 2019 , tentang Kupang Smart City Khususnya Pengembangan Smart Governance di Kota Kupang Nusa Tenggara Timur belum optimal, masih ada beberapa indikator keberhasilan implementasi yang perlu ditingkatkan. Kesimpulan: Implementasi Peraturan WaliKota Kupang Nomor 49 Tahun 2019 , tentang Kupang Smart City Khususnya Pengembangan Smart Governance di Kota Kupang Nusa Tenggara Timur belum optimal.
