Abstract
ABSTRACT Problem/Background (GAP): The author focuses on issues related to the Political Paritsipation of Novice voters in the East Nusa Tenggara Provincial Governor and Deputy Governor Elections in Kupang City because novice voters have the same rights in participating in politics. Purpose: The purpose of this study is to find out how the political participation of novice voters in the 2018 East Nusa Tenggara Provincial Governor and Deputy Governor Elections in Kupang City, find out the supporting factors and obstacles to the political participation of novice voters in the 2018 East Nusa Tenggara Provincial Governor and Deputy Governor Elections in Kupang City, and also the efforts made by the Kupang City Election Commission in increasing the political participation of novice voters in 2018 East Nusa Tenggara Provincial Governor and Deputy Governor Election in Kupang City. Method: This research is a qualitative research with a descriptive method using Surbakti theory as the theoretical basis. Data collection is carried out by interviews and documentation. Data analysis techniques through data reduction, data presentation, and conclusion drawing. Result: The result obtained by the researchers were the low political awareness of novice voters, seen from the decrease in the level of political participation of novice voters in the 2018 East Nusa Tenggara Governor and Deputy Governor Elections by 60.85%. This is far compared to and the participation rate of novice voters in the 2017 Kupang Mayoral and Deputy Mayoral Elections was 70%. Conclusion : Political Diversion of Novice voters in the East Nusa Tenggara Provincial Governor and Deputy Governor Elections in Kupang City is still undervalued, this is due to the decline in opposition to the government due to the implementation of arbitrary policies that harm novice voters and have an impact on their political participation. In addition, the daily grind of novice voters so that novice voters prefer to carry out their interests rather than participate in political activities. Efforts have been made by the election commission in increasing the political participation of novice voters in the 2018 East Nusa Tenggara Provincial Governor and Deputy Governor elections in Kupang City, but this does not affect the level of political participation of novice voters in the 2018 East Nusa Tenggara Provincial Governor and Deputy Governor elections in Kupang City. Keywords: Political Participation, Novice Voters, Gubernatorial Elections ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan terkait Paritsipasi Politik pemilih Pemula dalam Pemilihan Gubernur dan Wakil Gubernur Provinsi Nusa Tenggara Timur di Kota Kupang karena pemilih pemula memiliki hak yang sama dalam berpartisipasi politik. Tujuan: Tujuan dari penelitian ini yaitu untuk mengetahui bagaimana partisipasi politik pemilih pemula pada Pemilihan Gubernur dan Wakil Gubernur Provinsi Nusa Tenggara Timur tahun 2018 di Kota Kupang, mengetahui faktor pendukung dan penghambat partisipasi politik pemilih pemula pada Pemilihan Gubernur dan Wakil Gubernur Provinsi Nusa Tenggara Timur tahun 2018 di Kota Kupang, dan juga upaya yang dilakukan Komisi Pemilihan Umum Kota Kupang dalam meningkatkan partisipasi politik pemilih pemula pada Pemilihan Gubernur dan Wakil Gubernur Provinsi Nusa Tenggara Timur tahun 2018 di Kota Kupang. Metode: Penelitian ini merupakan penelitian kualitatif dengan metode deskriptif dengan menggunakan teori Surbakti sebagai landasan teori. Pengumpulan data dilakukan dengan wawancara dan dokumentasi.Teknik analisis data melalui reduksi data, penyajian data, dan penarikan kesimpulan. Hasil/Temuan: Temuan yang diperoleh peneliti yaitu Rendahnya kesadaran politik pemilih pemula dilihat dari menurunnya tingkat partisipasi politik pemilih pemula pada Pemilihan Gubernur dan Wakil Gubernur Nusa Tenggara Timur tahun 2018 sebesar 60,85%. Hal tersebut jauh bila dibanding dan tingkat partisipasi pemilih pemula pada Pemilihan Walikota dan Wakil Walikota Kupang Tahun 2017 sebesar 70%. Kesimpulan: Paritsipasi Politik pemilih Pemula dalam Pemilihan Gubernur dan Wakil Gubernur Provinsi Nusa Tenggara Timur di Kota Kupang masih dinilai rendah ini disebakan kepercayan terhadap pemerintah yang menurun dikarenakan pelaksanaan kebijakan yang berubah-ubah sehingga merugikan pemilih pemula dan berdampak pada partisipasi politiknya. Selain itu, kesibukan sehari-hari pemilih pemula sehingga pemilih pemula lebih memilih untuk melaksanakan kepentingan mereka daripada mengikuti kegiatan politik. Upaya telah dilakukan oleh komisi pemilihan umum dalam meningkatkan partisipasi politik pemilih pemula pada pemilihan Gubernur dan Wakil Gubernur Provinsi Nusa Tenggara Timur Tahun 2018 di Kota Kupang, namun hal tersebut tidak mempengaruhi tingkat partisipasi politik pemilih pemula pada pemilihan Gubernur dan Wakil Gubernur Provinsi Nusa Tenggara Timur Tahun 2018 di Kota Kupang.
