Abstract

ABSTRACT Problem Statment/Background (GAP): Health services are improvements in health status through efforts to prevent, treat, diagnose, recover or cure diseases, mental disorders, and physical and mental disorders. In East Halmahera Regency, there is one house whose health services are not satisfactory to patients due to the lack of health facilities in the area's General Hospital. These are the problems faced, including the lack of human resources and facilities and infrastructure at the Regional General Hospital in East Halmahera Regency so that it can reduce the quality of services in East Halmahera Regency. Purpose: The purpose of this paper is to find alternative strategies for Regional General Hospitals in improving the quality of health services in East Halmahera district. Method: The theory that I use in this strategy is the theory of SWOT analysis according to Rangkuti (2005) with four components of analysis, namely; Strengths, Weaknesses, Opportunities, and Threats. The method used is descriptive qualitative. Data collection techniques are observation, interviews, and documentation. Result: The results of the study show that the strategies that must be carried out by Regional General Hospitals in improving the quality of health services in East Halmahera Regency are increasing the recruitment of human resources or health workers such as doctors and other health workers, utilizing funds in improving facilities and infrastructure at the Halmahera Regency General Hospital. East. Conclusion/sugegestion: The regional government of East Halmahera Regency and the service health should pay more attention to the house regional general hospital in East Halmahera Regency and immediately build additional health facilities in hospitals so that it can be one of the places to get provide good health services to Public. Keywords: Implementation, Basic Training, Character Building ABSTRAK Permasalahan/Latar Belakang (GAP): Pelayanan kesehatan adalah peningkatan status kesehatan melalui usaha – usaha pencegahan, terapi, diagnose, pemulihan atau penyembuhan penyakit, edra, serta gangguan fisik dan mental. Di Kabupaten Halmahera Timur terdapat satu ruamah sakit yang pelayanan kesehatan kurang memuaskan pasien di karenakan kurangnya fasilitas kesehatan yang berada di Rumah Sakit Umum daerah tersebut. Hal tersebut yang menjadi permasalahan yang di hadapi diantaranya kurangnya SDM dan Sarana dan Prasarana pada Rumah SakiT Umum Daerah di Kabupaten Halmahera Timur sehingga dapat menurunkan kualitas pelayanan yang berada di Kabupaten Halmahera Timur. Tujuan: Tujuan dalam penulisan ini yaitu untuk menemukan alternative strategi Rumah Sakit Umum Daerah dalam meningkaykan kualitas pelayanan kesehatan di kabupaten Halmahera timur. Metode: Teori yang saya gunakan pada strategi ini adalah teori Analisis SWOT menurut rangkuti (2005) dengan empat komponen analisis yaitu; Strenght, Weakness, Oppurtunities, dan Threats. Metode yang digunakan adalah kualitatif deskriptif. Teknik pengumpulan data yaitu observasi, wawancara, dan dokumentasi. Hasil/Temuan: Hasil penilitian menunjukan bahwa strategi yang harus dilakukan Rumah Sakit Umum Daerah dalam meningkatkan kualitas pelayanan kesehatan di Kabupaten Halmahera Timur yaitu peningkatan rekrutmen SDM atau tenaga kesehatan seperti dokter dan tenaga kerja kesehatan lainnya, pemnfaatan dana dalam peningkatan sarana dan prasarana di Rumah Sakit Umum Daerah Kabupaten Halmahera Timur. Kesimpulan dan Saran: Pemerintahan daerah Kabupaten Halmahera timur dan dinas kesehatan harus memberikan perhatian lebih kepada rumah sakit umum daerah di Kabupaten Halmahera timur dan segera membangun fasilitas kesehatan tambahan di rumah sakit tersebut agar bisa menjadi salah satu tempat untuk dapat memberikan pelayanan kesehatan yang baik kepada masyarakat.
