Abstract
Problem/Background (GAP): Licensing is a way to carry out the government's regulatory and control functions for community activities. Licensing can be in the form of registration, recommendation, certification, quota determination, and business license, and usually must be owned or obtained by an organization or individual company before the personnel concerned can carry out activities or actions. Purpose: This study aims to determine the performance of the apparatus in online single submission services, inhibiting factors and the efforts made to overcome obstacles that occur in the Office of Investment and One Stop Integrated Services of Tarakan City. Methods: This study uses the Dharma performance theory (2014) with the dimensions of quantity, quality, and timeliness and the service theory (Sinambela, 2017) with the dimensions of Transparency, Accountability, Conditional, Participatory, Equality of Rights, Balance of Rights and Obligations. The technique used in this qualitative research is descriptive method. Sources of informants as many as 11 people. Data collection techniques used interview, observation and documentation techniques, while for data analysis techniques, researchers used data reduction techniques, data presentation, and drawing conclusions. Results/Findings: The findings in the study indicate that from the apparatus side, the number of operators of the online single submission system is still relatively low, but those who are the operators of the online single submission system have attended the online single submission system training, in providing services to the public, the apparatus has followed the standard operating procedures. apply and be able to be disciplined and use the time to work well. There are several obstacles in the online single submission system, such as unreadable population data, disruption to system services such as frequent server downs, limited system operators. Conclusion: The performance of the apparatus in small and micro business licensing services has been running quite well but there are still obstacles that must be addressed immediately such as inappropriate Population data in the Online Single Submission System, Interference with the Online Single Submission system service.,The limited number of operators who run the Online System Single Submission.
