Abstract

Problem Statement/Background (GAP): This research is motivated by the importance of implementing public information disclosure in improving the quality of public services in Indonesia. One form of the government's commitment to make this happen is through a movement between the Government of Indonesia together with the community known as the Open Government Indonesia (OGI) movement. One of the OGI programs is through the open data portal project, one of which is the Banda Aceh Open Data Portal (ODBA). The ODBA portal is a new form of breakthrough for the Banda Aceh City Government which has a very significant impact on public information disclosure through open data management. However, as the program progressed, there were several problems that researchers found that made the performance of the ODBA Portal still less than optimal, such as information regarding the publication of datasources that were still not available so that there was no timeliness measure of when the next data would be published. Then, the lack of publication of datasets by several data producers and there are several features on the portal that do not work properly. Purpose: This study aims to find out how the quality of Banda Aceh Open Data Portal (ODBA) services in the disclosure of public information at the Department of Communication, Informatics and Statistics of Banda Aceh City and the strategy of the Banda Aceh City of Information and Statistics Communication Service (Diskominfotik) to improve the quality of Open Data Portal services. Banda Aceh (ODBA) in public information disclosure. Method: This study uses a qualitative approach with a descriptive method. Data collection techniques were carried out by conducting in-depth interviews (9 informants), observation, documentation, and triangulation. Result: The research findings show that the service quality of the ODBA Portal is quite good. However, there are several things that need to be improved on the ODBA Portal, such as the availability of features for proposing datasets, data validity, features for providing feedback, special personnel to handle open data portal maintenance, and others. Conclusion: The quality of the ODBA Portal service is quite good and the City of Banda Aceh Diskominfotik has also implemented strategies to improve the quality of the ODBA Portal Service. The researcher then gave suggestions, namely the need to provide specialist programmers in the field of maintenance and add the main features that must exist in an open data portal.
