Abstract
ABSTRACT Problem/Background (GAP): The smooth running of government and the implementation of national development depends on the perfection of civil servants. To ensure the smooth running of government and the implementation of national development, supervision is carried out on the performance and behavior of civil servants. With the supervision, civil servants are required to be disciplined in carrying out their duties. Civil servants must be able to become role models for the community by providing a good image, and not violating the law. In the midst of the COVID-19 pandemic, there have been various disciplinary changes for civil servants. Purpose: In this article, we analyze the effectiveness of implementing civil servant discipline during the COVID-19 pandemic at the Regional Personnel Agency of Muaro Jambi Regency in implementing Peraturan Pemerintah No.94 Tahun 2021 concerning Civil Servant Discipline. The conceptual model uses Effectiveness theory according to Sutrisno with dimensions consisting of productivity, efficiency, satisfaction, adaptation, and development through analysis of aspects of work quantity, work quality, time, employee benefits and positive/negative employee attitudes. Methods: This study uses a qualitative descriptive method that seeks to understand the problem based on facts about the reality that is at the research locus through data triangulation techniques with 10 informants, data collection techniques through review of relevant documents and non-participant observations. Results: This study shows that the effectiveness of implementing discipline during the Covid-19 period at the Muaro Jambi BKD office is still not good, this can be seen from the violations committed by the target group or from implementing disciplinary policies at the Regional Personnel Agency of Muaro Jambi Regency, Jambi Province. Kesimpulan: Where there are factors inhibiting the effectiveness of implementing civil servant discipline during the Covid-19 period at the Muaro Jambi Regency BKD office, including changes in work governance, changing work methods, employee fraud, lack of facilities and infrastructure, and unprofessional human resources. Efforts to overcome barriers to effectiveness in the application of civil servant discipline during the Covid-19 period at the BKD office in Muaro Jambi Regency are improving better communication, imposing strict sanctions, and increasing employee discipline with a fingerprint attendance system.
