Abstract
ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research). One of the commercial means of promoting products, services and even people, which is mostly done by the public and the private sector, is billboards. We usually find advertisements or advertisements on the side of the road, in parks and public places where people usually pass. However, sometimes the installation of billboards, banners, or leaflets such as brochures or stickers in public places does not have a permit and tends to interfere with the aesthetics of the city. Even though there is already a regional regulation number 3 of 2017 which regulates the procedures for how to carry out advertising activities. Therefore, the Satpol PP as the apparatus tasked with maintaining peace and public order often monitors billboards by patrolling public places .Purpose to analyze the Role of Satpol PP in Enforcement of Regional Regulation Number 3 of 2017 concerning the Implementation of billboards in Ternate City, describe the obstacles and efforts of the Ternate City Satpol PP seen from internal and external factors in improving public order. Method: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation Result The Civil Service Police Unit in enforcing Regional Regulation Number 3 of 2017 concerning the Implementation of Advertisements has an important role. The role of Satpol-PP in the enforcement of health protocols can be explained through several variables in the theory of role and enforcement by Soekanto Conclusion: The Civil Service Police Unit in enforcing Regional Regulation Number 3 of 2017 concerning the Implementation of Advertisements has an important role. The role of Satpol-PP in the enforcement of health protocols can be explained through several variables in the theory of role and enforcement by Soekanto. Basically the role of Satpol PP in enforcing regional regulation number 3 of 2017 is quite good, but there are still obstacles that are owned by both internal Satpol PP, namely the lack of facilities and infrastructure in carrying out enforcement and control and the quality of Satpol PP human resources which is still minimal or low. from external Satpol PP, namely public obedience and compliance with the law and coordination between other agencies related to the technical implementation of billboards.
