Abstract
ABSTRACT Problem/Background (GAP): (Contains the background behind the research). The author focuses on the problem of the effectiveness of the PAPA JOSS Program in the service of Trade Business Permits at the Integrated Service Investment and Industry Office of Padang Pariaman Regency. Purpose: The purpose of this study was to determine and describe the effectiveness of the PAPA JOSS Program in the service of Trading Business Permits at the Integrated Services Investment and Industrial Service Office of Padang Pariaman Regency. Methods: The method used in this research is descriptive qualitative research with an inductive approach to describe the object of research based on facts in the field. The data collection technique used is by means of observation, interviews, and documentation. Results/Findings: The results show that the PAPA JOSS Program in Padang Pariaman Regency is based on the five dimensions studied in Sutrisno's theory of effectiveness (2007:125-126), most of the dimensions have been running effectively. The factor that hinders effectiveness is an unstable internet network. , lack of budget and the Covid pandemic can be overcome gradually, then efforts to overcome these obstacles are increasing network connectivity by coordinating through the authorities, maximizing existing facilities and infrastructure at the expense of funds, assets and personnel from employees. Conclusion: The effectiveness of the PAPA JOSS Program in Trading Business Permit Services at the Integrated Services and Industry Investment Office of Padang Pariaman Regency has been Effective, this can be seen from the increasing number of people who take care of licensing from year to year although in 2020 there is a slight decline but this This is understandable because of the covid 19 pandemic, the community satisfaction index from year to year has also increased, although in 2020 there was a slight decline, but the community satisfaction index with services continued to increase, the community was greatly helped because people did not need to spend money and energy to come directly to the office because it is enough for the community to stay at home and officers from PAPA JOSS will come directly to the community's place to provide services.
