Abstract
Problem Statement/Background (GAP): Death reporting is included in population administration activities and is included in one of the important documents. The issuance of death certificates through the DISDUKCAPIL BISA application at the Batam City Population and Civil Registration Service (Disdukcapil) has been running since 2020 with the aim of providing convenience to the people of Batam, especially in having a death certificate. Some of the problems that occur are that people still think that managing population documents is convoluted, the existence of Covid-19 so that public servants are required to be able to maintain health protocols. Purpose: to find out how to optimize the Disdukcapil application service for a death certificate at the Population and Civil Registration Service in Batam City. Method: The method used in this study is a descriptive research method with a qualitative approach. Methods of collecting research data through observation, interviews, and documentation. In its implementation, the issuance of birth certificates through DISDUKCAPIL BISA at Disdukcapil Batam has not run optimally due to several inhibiting factors, including; the server is down and the facilities are still lacking to operate the Disdukcapilbisa application and there are still people who are late in reporting the death of their family. Efforts made by the Batam City Population and Civil Registration Office are by providing new servers and facilities as well as socializing the Batam Disdukcapilbisa application and understanding the importance of having a death certificate in a sustainable manner. This study aims to find out how to optimize the DISDUKCAPIL BISA Application System Service on Death Certificates and the inhibiting factors that influence it as well as the efforts made to optimize DISDUKCAPIL BISA in issuing death certificates in Batam City. Methods of collecting research data through observation, interviews, and documentation. Result: This study aims to find out how to optimize the DISDUKCAPIL BISA Application System Service on Death Certificates and the inhibiting factors that influence it as well as the efforts made to optimize DISDUKCAPIL BISA in issuing death certificates in Batam City. The results showed that the optimization of DISDUKCAPIL BISA Application System Services on Death Certificates at the Batam City Population and Civil Registration Service was still not said to be optimal. This is due to several factors, including the limited number of DISDUKCAPIL BISA operators, system damage to DISDUKCAPIL BISA and the lack of understanding of the Batam people using DISDUKCAPIL BISA in issuing death certificates. Conclusion: The Department of Population and Civil Registration of Batam City has made efforts to optimize the distribution of services to the community. One of them is by providing socialization to the public regarding applications and services at the Disdukcapil, improving existing facilities and providing training to employees.
