Abstract
ABSTRACT Problem/Background (GAP): The author focuses on the problem of the construction of a Steam Power Plant (PLTU) which has the effect of disrupting public peace and order for people in the performance district. Purpose: The purpose of this study was to determine the impact on disturbance of peace and public order for the surrounding community and what efforts were made by the sub-district government to protect its territory in an effort to maintain peace and public order. Method: descriptive research method with inductive approach. Data collection techniques are interviews, observation, and documentation. While the data analysis techniques used are data reduction, data display, and drawing conclusions. Results: The results show that the impact of the PLTU construction affects the disturbance of peace and public order, and the efforts made by the sub-district government are still not influential because there are still several obstacles. that is, the sub-district cannot contribute too far and only reaches the level of supervision and reporting. Conclusion: The impact of the PLTU development has an effect on the community around the Pagelaran District, there are positive and negative impacts on the environment, economy, social, and development. The government and companies are trying to reverse the impact on the surrounding environment with mangrove planting programs, fish cultivation, and fish ponds. Keywords: Impact of Steam Power Plant Development, Government Efforts in Reducing Impact ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan pembangunan Pembangkit Listrik Tenaga Uap (PLTU) yang menimbulkan dampak terganggunya ketentraman dan keteriban umum bagi masyarakat yang berada di kecamatan pagelaran. Tujuan: Tujuan dari penelitian ini adalah guna mengetahui dampak terhadap gangguan ketentraman dan ketertiban umum bagi masyarakat sekitar serta apa saja upaya yang dilakukan oleh pemerintah kecamatan untuk melindungi wilayahnya dalam upaya menjaga ketentraman dan ketertiban umum. Metode: metode penelitian deskriptif dengan pendekatan induktif. Teknik pengumpulan data yaitu wawancara, observasi, dan dokumentasi. Sedangkan teknik analisis data yang digunakan adalah reduksi data, display data, dan penarikan kesimpulan, Hasil: Hasil penelitian menunjukan bahwa dampak pembangunan PLTU berpengaruh terhadap gangguan ketentraman dan ketertiban umum, serta upaya yang dilakukan pemerintah kecamatan masih belum berpengaruh karena masih terdapat beberapa hambatan yaitu pihak kecamatan tidak bisa andil terlalu jauh dan hanya sampai di tingkat pengawasan dan pelaporan saja. Kesimpulan: Dampak Pembangunan PLTU berpengaruh terhadap masyarakat sekitar Kecamatan Pagelaran adanya pengaruh positif dan negatif kepada lingkungan, ekonomi, sosial, dan pembangunan. Pemerintah dan perusahaan berupaya mengembalikan dampak yang timbul terhadap lingkungan sekitar dengan program penanaman mangrove, budidaya ikan, dan tambak ikan.
