Abstract
Problem Statement/Background (GAP): The author focuses on problems related to online learning policies that occur in the city of Manado, especially at the high school (SMA) level. Purpose : this study is to find out how effective online learning policies are in character education for high school students in Manado City, along with the obstacles, as well as the efforts made by the government to overcome these obstacles. Method: the research used is descriptive qualitative research method. The data collection techniques used are Interview, Observation, and Documentation. The dimensions used in this study use four dimensions of effectiveness according to Faustino Cardoso Gomes, namely: Reaction, Learning, Behavior, Organizational Result, and Cost Effectiveness. The locus of this research is SMA Negeri 1 Manado and SMA Rex Mundi Manado. Results : online learning in character education for high school students in Manado City is still less effective, because teachers as educators have difficulty in educating students' character, and teachers cannot set an example directly. Constraints found in this study, namely constraints in terms of costs, and the lack of direct meetings between teachers and students. Conclusion: This study concludes that online learning policies in character education for high school students in Manado City are still less effective due to the lack of direct interaction between teachers and students which makes it difficult for teachers to educate the character of high school students in Manado City.
