Abstract
ABSTRACT Problem statement/Background (GAP): The author focuses on the problem of the effectiveness of the OSS system that has been implemented in Lhokseumawe City. Purpose; The purpose of this study is to determine whether the OSS system is running well or not, as well as to find out the problems and efforts that have been carried out by the investment office and one-stop integrated service in the city of Lhokseumawe. Methods: The research method that I use is descriptive qualitative method with data analysis through an inductive approach using Siagian theory regarding the concept of measuring effectiveness through 8 dimensions. The research data obtained through interviews, observation and documentation related to the research focus. Results/Findings: From the analysis conducted by the author, it shows that there are still many obstacles to the effectiveness of the Online Single Submission (OSS) system in business licensing services at the One Stop Investment and One Stop Service and Manpower Office of Lhokseumawe City, however, the Online Single Submission (OSS) system has run effectively. This is because the Online Single Submission (OSS) system can increase performance productivity and fulfill employee workloads seen from the large number of business licensing services in Lhokseumawe City and the certainty of clear procedures through standard operating procedures (SOP). Conclusion: The results of the study show that it has been effective even though there are several obstacles and several things that must be considered. So that later activities can run optimally.
