Abstract
Problem/Background (GAP): The author focuses on the problem where there are several programs under development that have not been carried out optimally such as the absence of the need for types of training, competency requirements data, and a budget that is difficult to use optimally. Purpose: The purpose of this study is to determine the performance of the Merangin Regency Regional Personnel Agency in developing the competence of the Civil Service Apparatus, by focusing on the inhibiting factors, as well as the efforts made in developing the competence of the State Civil Apparatus. Methods: This study uses a descriptive qualitative method with an inductive approach and an analysis of the performance theory of Hersey, Blanchard and Johnson. Data collection techniques using in-depth interviews (6 informants), documentation and observation. Results/Findings: There is no data on the need for types of education and training, there is no map data for employee formations, and the budget is difficult to come down with for scholarships for study assignments as a program from regional heads. Conclusion: That the Performance of the Merangin Regency Personnel Agency in providing services in the field of personnel to all civil servants within the Regency Government based on the indicators of Goals, Standards, Feedback, AIat or Means, Competence (competence), Motive (motive),Opportunity (opportunity) in the category is fairly good. It's just that there are several inhibiting factors so that development performance cannot run well. Keywords: Performance, Development, Competence, State Civil Apparatus
