Abstract

ABSTRACT Problem Statment/Background (GAP): Thesis entitled "Organizational Culture of the Investment Service and One-Stop Integrated Services in OSS (Online Single Submission) Application Services in Aceh Besar District, Aceh Province". Purpose: Created to find out and analyze the organizational culture of the Office of Investment and One-Stop Integrated Services in the OSS (Online Single Submission) application service, to identify and analyze the supporting and inhibiting factors of the organizational culture of the One-Stop Integrated Service and Investment Service in the OSS (Online Single Submission) application service. Submission), as well as to find out and analyze the efforts made in overcoming the factors that hinder the organizational culture of the Office of Investment and One Stop Integrated Services in the OSS (Online Single Submission) application service in Aceh Besar District, Aceh Province. Method: In this study, researchers are guided by the organizational culture theory proposed by Stephen P. Robbins in (Simangunsong, 2021) which includes 7 (seven) indicators, namely innovation and risk taking, attention to detail, orientation to benefits, orientation to people, team orientation, aggressiveness, and stability. Meanwhile, the research method used is a qualitative descriptive method with an inductive approach. Data collection techniques were carried out by interview, observation, and documentation. The informants interviewed were the Aceh Besar District Secretary, the Head of the DPMPTSP Service, the Secretary of the DPMPTSP Service, the Head of Licensing Services, the Head of Assessment and Regulation who also serves as the Memorandum of the Office for the Head of Complaints and Assessments, and the Community (Tokoh Pemuda Gampong Lambaro). Result: Based on the results of research that has been carried out, the organizational culture of Aceh Besar DPMPTSP in OSS application services for researchers are conducive, but there are Some evaluations need to be done. Conclusion/Sugegestion: One-Stop Integrated Service and Investment Service Aceh Besar District in encouraging employees to to innovate services is included in the category successful, however, in performing services particularly related to OSS applications have to do a lot of innovations. By providing an OSS corner that aims to make it easier for the public to issue permits already includes something that makes it easier for the community Keywords: Organization culture, service, OSS (Online Single Submissions) ABSTRAK Permasalahan/Latar Belakang (GAP): Skripsi yang berjudul “Budaya Organisasi Dinas Penanaman Modal Dan Pelayanan Terpadu Satu Pintu Dalam Pelayanan Aplikasi OSS (Online Single Submission) Di Kabupaten Aceh Besar Provinsi Aceh”. Tujuan: Dibuat untuk mengetahuidan menganalisis budaya organisasi Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu dalam pelayanan aplikasi OSS (Online Single Submission), untuk mengetahui dan menganalisis faktor pendukung dan penghambat budaya organisasi Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu dalam pelayanan aplikasi OSS (Online Single Submission), serta untuk mengetahui dan menganalisis upaya yang dilakukan dalam mengatasi faktor penghambat budaya organisasi Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu dalam pelayanan aplikasi OSS (Online Single Submission) di Kabupaten Aceh Besar Provinsi Aceh. Metode: Dalam penelitian ini pen eliti berpedoman pada teori budaya organisasi yang dikemukan Stephen P. Robbins dalam (Simangunsong, 2021) yang meliputi 7 (tujuh) indikator yaitu inovasi dan pengambilan resiko, perhatian pada hal-hal detail, orientasi pada manfaat, orientasi pada orang, orientasi pada tim, agresivitas, dan stabilitas. Sedangkan untuk metode penelitian yang digunakan adalah metode deksriptif kualitatif dengan pendekatan induktif. Teknik pengumpulan data dilakukan dengan wawancara, observasi, dan dokumentasi. Informan yang diwawancarai yaitu Sekda Kabupaten Aceh Besar, Kepala Dinas DPMPTSP, Sekretaris Dinas DPMPTSP, Kabid Pelayanan Perizinan, Kasi Pengkajian Dan Regulasi yang merangkap sebagai Nota Dinas Kabid Pengaduan dan Pengkajian, dan Masyarakat (Tokoh Pemuda Gampong Lambaro). Hasil/Temuan: Berdasarkan hasil penelitian yang telah dilakukan, budaya organisasi DPMPTSP Aceh Besar dalam pelayanan aplikasi OSS bagi peneliti sudah kondusif, namun ada beberapa evaluasi yang perlu dilakukan. Kesimpulan dan Saran: Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Aceh Besar dalam mendorong pegawai untuk melakukan inovasi pelayanan sudah termasuk kedalam kategori berhasil, namun, dalam melakukan pelayanan khususnya terkait aplikasi OSS harus dilakukan banyak inovasi – inovasi lagi. Dengan menyediakan pojok OSS yang bertujuan untuk memudahkan masyarakat dalam melakukan penerbitan perizinan sudah termasuk suatu hal yang memudahkan masyarakat Kata Kunci: Budaya organisasi, pelayanan, OSS (Online Single Submission)
