Abstract
ABSTRACT Problem Statement/Background (GAP): The process of population movement or population migration in Indonesia is caused by two things, either because of a personal desire to meet the needs of life or because of government programs. Since the new order, the Indonesian government has indeed launched a transmigration program in which the government sent people from the island of Java to live outside Java, such as Kalimantan, Sulawesi, and Papua. This was done with the aim of distributing the population in Indonesia considering that at that time many areas outside Java were considered empty. The Purpose of the research carried out by the author is to create a society that is aware and orderly of administration, especially in the management of the Moving Certificate in Fakfak Regency. In this study, the Methode uses qualitative data analysis techniques combined with SWOT analysis, where the researcher formulates the direction of the strategy using the SWOT matrix. The strategy of the Department of Population and Civil Registration in Facilitating the Management of Moving Certificates in Fakfak Regency according to strategy theory according to Fred & Forest (2015:3) has 3 dimensions, namely Formulating, Implementing, and Evaluation of Cross-Functional Decisions. Result: The findings obtained by the authors in this study are that there is an interest in migrant communities to take care of their move to become Fakfak residents but is limited to the information they have and the condition of their homes which are quite far from the Office of Population and Civil Registration of Fakfak Regency.Conclusion Based on the theoretical dimensions above and the research that has been carried out, the authors conclude that the dimension that has not been maximized is the Implementing dimension because there are still many immigrant communities who do not understand the management of the Moving Certificate which is facilitated by the Department of Population and Civil Registration of Fakfak Regency and there are still many shortcomings from in terms of facilities and infrastructure and inadequate personnel resources in carrying out services, especially services for Moving Certificates.
