Abstract
ABSTRACT Problem/Background (GAP): Government Coordination in the Formation of a New Autonomous Region (DOB) of Nias Islands Province in North Sumatra Province. Purpose: to find out and analyze coordination in the expansion of Nias Islands Province, to find out and analyze the supporting factors and inhibiting factors of coordination in the expansion of Nias Islands Province, to find out and analyze efforts to overcome the factors hindering the coordination of the establishment of the New Autonomous Region (DOB) of Nias Islands Province. Methods: This study uses descriptive qualitative methods with an inductive approach. Data collection techniques are carried out by Observation, Interview and Documentation. The theory used in writing this thesis is to use coordination theory by Taliziduhu Ndraha (2003) which explains that in coordination seen from its implementation there are 5 (five) namely Communication, awareness of the importance of coordination, participant competence, Agreement and commitment, Determination of agreements, participant incentives, Feedback. Results and Findings: The findings obtained by the authors in this study, namely the coordination of government in the formation of the Nias Islands Province have not been realized at this time, because there are obstacles from the decisions of the central government. Conclusion: Based on the results of research in the field, it can be concluded that the data carried out by the author, the author obtained information that the government coordination implemented by the Gunungsitoli City Regional Development Planning Agency was optimal, but the final result of the President who gave a moratorium on the design of the expansion of the New Autonomous Region (DOB) of Nias Islands Province became hampered and has not been successfully made a province. Keywords: Coordination of Government, New Autonomous Region, Expansion of Nias Islands Province ABSTRAK Permasalahan/Latar Belakang (GAP): Koordinasi Pemerintahan Dalam Pembentukan Daerah Otonom Baru (DOB) Provinsi Kepulauan Nias Di Provinsi Sumatera Utara. Tujuan: untuk mengetahui dan menganalisa koordinasi di dalam pemekaran Provinsi Kepulauan Nias, untuk mengetahui dan menganalisa faktor pendukung dan faktor penghambat koordinasi dalam pemekaran Provinsi Kepulauan Nias, untuk mengetahui dan menganalisa upaya dalam mengatasi faktor penghambat koordinasi pembentukan Daerah Otonom Baru (DOB) Provinsi Kepulauan Nias. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan induktif. Teknik pengumpulan data dilakukan dengan Observasi, Wawancara dan Dokumentasi. Adapun teori yang dipakai dalam penulisan skripsi ini adalah menggunakan teori koordinasi oleh Taliziduhu Ndraha (2003) yang menjelaskan bahwa dalam koordinasi dilihat dari pelaksanaan nya terdapat 5 (lima) yaitu Komunikasi, kesadaran pentingnya koordinasi, kompetensi partisipan, Kesepakatan dan komitmen, Penetapan kesepakatan, insentif partisipan, Umpan balik. Hasil dan Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu koordinasi pemerinntahan dalam pembentukan Provinsi Kepulauan Nias belum direalisasikan saat ini, karena ada hambatan dari keputusan pemerintahan pusat. Kesimpulan: Berdasarkan hasil penelitian di lapangan dapat disimpulkan bahwa data yang penulis lakukan, penulis memperoleh informasi bahwa koordinasi pemerintahan yang dilaksanakan Badan Perencanaan Pembangunan Daerah Kota Gunungsitoli sudah optimal akan tetapi hasil akhir dari Presiden yang memberikan moratorium kepada rancangan pemekaran Daerah Otonom Baru (DOB) Provinsi Kepulauan Nias menjadi terhambat dan belum sukses dijadikan provinsi.
