Abstract
ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research) The very rapid development of technology accompanied by the development of social media is very influential in the process of disseminating information. Nowadays, social media is used by several government agencies, one of which is the Diskominfo of Boven Digoel Regency which uses social media Facebook as a means of delivering information and public services to the people of Boven Digoel Regency. However, the use of Facebook social media has not run optimally. Purpose: The purpose of this research is to find out and analyze how the Effectiveness of Social Media Facebook as a Means of Public Information Services, to know and to analyze efforts to overcome the inhibiting factors in the Effectiveness of Social Media Facebook as a Means of Public Information Services Boven digoel Regency. Method: The research method in this research is descriptive qualitative research with an inductive approach using the theory of effectiveness program by Sutrisno (2014) and the data collection techniques used in this research are interviews, observation and documentation studies. Result: The results of thisstudy indicates that The results of this study show that the Effectiveness of Facebook Social Media as a Means of Public Information Service of Boven Digoel Regency has been productive, efficient, meets satisfaction, and adaptation; But not adaptive. Conclusion: The Diskominfo facebook page of Boven Digoel Regency is quite effective, but there are still obstacles so that some efforts are needed to make Facebook social media effective as a means of information services Keywords: Effectiveness, Facebook Application, Public Information Service ABSTRAK Permasalahan/Latar Belakang (GAP): (Berisi background yang melatarbelakangi penelitian) Perkembangan teknologi yang sangat pesat disertai dengan perkembangan sosial media sangat berpengaruh dalam proses penyebaran informasi. Dewasa ini, sosial media dimanfaatkan oleh beberapa instansi pemerintahan salah satunya diskominfo kabupaten boven digoel yang memanfaatkan media sosial facebook sebagai sarana penyampaian informasi dan pelayanan publik untuk masyarakat Kabupaten Boven Digoel. Namun pemanfaatan media sosial facebook ini belum berjalan dengan maksimal. Tujuan: untuk mengetahui perkembangan, kendala dalam pengelolaan serta mengatasi faktor penghambat media sosial facebook sebagai sarana pelayanan informasi publik 2 di Dinas Komunikasi dan Informatika Kabupaten Boven Digoel. Metode: Desain yang digunakan dalam penelitian ini ialah desain penelitian kualitatif deskriptif dengan pendeketan induktif dengan menggunakan teori efektifitas program milik Sutrisno (2014) dan melakukan pengumpulan data melalui wawancara, observasi dan studi dokumentasi. Hasil/Temuan: Hasil penelitian ini menunjukkan bahwa Efektivitas Media Sosial Facebook Sebagai Sarana Pelayanan Informasi Publik Kabupaten Boven Digoel sudah produktif, efisien, memenuhi kepuasan, dan adaptasi namun belum adaptif. Kesimpulan: halaman facebook DISKOMINFO Kabupaten Boven Digoel sudah cukup efektif, namun masih ada hambatan sehingga diperlukan beberapa upaya untuk mengefektifkan media sosial facebook sebagai sarana pelayanan informasi.
