Abstract
Problem/Background (GAP): The research and development planning agency (Bappelitbang) of Katingan Regency is one of the regional apparatus in the field of government affairs supporting development planning, research and development which has the task of coordinating, synchronizing and synergizing planning, implementation, control and assessment implementation of the provincial turn of events and improvements with the ultimate goal of recognizing the goals and targets of territorial progress, namely improving people's welfare. Some of the problems, among others, are the human resources of the Katingan Regency research and development planning agency employees in the implementation of the main tasks and functions are still not optimal, the increase in the budget occurs not significantly which affects the procurement of facilities and infrastructure, the slow transparency of performance reports on the development planning agency website research and development in Katingan Regency, the Covid-19 pandemic has caused the implementation of planning and synchronization of development vision and mission based on the Minister of Home Affairs regulation number 86 of 2017. Purpose : The purpose of this research is to know and analyze the performance of Bappelitbang in synchronizing the vision and mission of development based on Minister of Home Affairs regulation number 86 of 2017 in Katingan Regency, Central Kalimantan Province, Knowing and analyzing the supporting and inhibiting factors of Bappelitbang performance in synchronizing vision and mission i development based on the regulation of the minister of home affairs number 86 of 2017 in Katingan Regency, Central Kalimantan Province, Knowing and analyzing efforts to overcome the factors inhibiting the performance of Bappelitbang in synchronizing the vision and mission of development based on the regulation of the minister of home affairs number 86 of 2017 in Katingan Regency, Central Kalimantan Province . Methods: Researchers used descriptive qualitative methods and inductive approaches and used seven theories of performance indicators according to Hersey, Blanchard, and Johnson in Wibowo (2014: 86-88). Data collection techniques were carried out by in-depth interviews (9 informants), and documentation. Results/Findings: The findings obtained by the author in this study are that Bappelitbang needs to check the amount of budget that has been used and the amount of budget that is still needed to be used as evaluation material and the number of human resources that is lacking to compare with the number of existing Bappelitbang needs which of course becomes an obstacle to Bappelitbang's performance Katingan.
