Abstract
ABSTRACT Problem (GAP): there are still many cases of violating health protocols that occur in the people of Sidenreng Rappang Regency, so that in just a few weeks, IDR 4,000,000 (four million rupiah) has been collected and thousands of cases have been subject to administrative fines of up to social fines, as for positive cases seen from the data presented there was a significant increase in the number of positive cases of COVID-19. Purpose: This study was conducted to determine the performance of the Civil Service Police Unit in enforcing Regent Regulation Number 32 of 2020 in Sidenreng Rappang Regency, the inhibiting factors and efforts to overcome them as well. Methods: The method used is a qualitative research method with an inductive descriptive approach, data collection techniques carried out by the author are observation, interviews and documentation. Results/Findings: The performance of the SATPOL-PP is considered not optimal, then through the results of the performance of the Civil Service Police Unit, Indenreng Rappang Regency, South Sulawesi Province, efforts have been made to overcome various problems related to law enforcement of the Covid-19 health protocol, namely maintaining humanist attitudes and principles in the implementation of control the Covid-19 health protocol law in order to embrace the community so that they no longer violate the applicable Regional Regulations, especially regarding the Regent's Regulation in controlling the Covid-19 health protocol law. In addition, the development of new innovations to deal with various problems related to the law enforcement of the Covid-19 health protocol in the Sidenreng Rappang Regency, South Sulawesi Province. Conclusion: The performance of the Civil Service Police Unit in enforcing Regent Regulation Number 32 of 2020 in Sidenreng Rappang Regency has not been optimal. Because 3 out of 5 performance indicators have not gone well. Namely productivity, service quality and responsiveness. Keywords: Performance and Civil Service Police Unit. 2 ABSTRAK Permasalahan (GAP): masih banyaknya kasus pelanggar protokol kesehatan yang terjadi di masyarakat Kabupaten Sidenreng Rappang, hingga hanya dalam kurung waktu beberapa minggu saja sudah terkumpul sebanyak Rp 4.000.000 (empat juta rupiah) denda yang dikumpulkan serta ribuan kasus yang dikenakan denda administrasi hingga denda sosial, adapun kasus positif dilihat dari data yang disajikan terjadi kenaikan yang signifikan dari jumlah kasus positif COVID-19. Tujuan: penelitian ini dilakukan untuk mengetahui kinerja Satuan Polisi Pamong Praja dalam penegakan Peraturan Bupati Nomor 32 Tahun 2020 di Kabupaten Sidenreng Rappang, faktor penghambat serta upaya mengatasinya juga. Metode: Metode yang digunakan yaitu metode penelitian kualitatif dengan pendekatan Deskriptif induktif, Teknik pengumpulan data yang dilakukan penulis yaitu observasi, wawancara dan dokumentasi. Hasil/Temuan: kinerja SATPOL-PP dinilain belum optimal kemudian melalui hasil kinerja Satuan Polisi Pamong Praja Kabupaten indenreng Rappang Provinsi Sulawesi Selatan terdapat upaya yang dilakukan untuk mengatasi berbagai permasalahan terkait penertiban hukum protokol kesehatan Covid-19 yakni mempertahankan sikap dan prinsip humanis dalam pelaksanaan penertiban hukum protokol kesehatan Covid-19 guna merangkul masyarakat agar tidak lagi melanggar Peraturan Daerah yang berlaku khususnya tentang Peraturan Bupati dalam penertiban hukum protokol kesehatan Covid-19. Selain itu, pengembangan inovasi-inovasi baru untuk menghadapi berbagai masalah terkait penertiban hukum protokol kesehatan Covid-19 di wilayah Kabupaten Sidenreng Rappang Provinsi Sulawesi Selatan. Kesimpulan: Kinerja Satuan Polisi Pamong Praja dalam penegakan Peraturan Bupati Nomor 32 Tahun 2020 di Kabupaten Sidenreng Rappang belum optimal. Karena 3 dari 5 indikator kinerja belum berjalan dengan baik. Yaitu produktivitas, kualitas layanan dan responsivitas. Kata Kunci: Kinerja dan Satuan Polisi Pamong Praja.
