Abstract
ABSTRACT Roles are demands that are given in a structured way (norm, taboo expectations of responsibility, etc.) In which there is a set of pressures and conveniences that connect mentors and support their function and organization. A role is a set of behaviors with groups, both small and large, all performing various roles. This study aims to determine the role of the district in birth certificate services (a case study in Sentani District, Jayapura Regency) regarding the role of the government in this case the Sentani District in Birth Certificate Services.The research method used is qualitative research methods, data collection techniques used are interviews, observation, and documentation. While the data analysis technique used is the Interactive Data Analysis Model. Based on the observations that have been made, the role of the Sentani district in the birth certificate service in Jayapura Regency has been implemented but has not run optimally. This is due to the inhibiting factors, namely the service does not run smoothly because the internet network is not good, the number of apparatus that carry out birth certificate services is not sufficient, and the public does not know what prerequisites are needed for a birth certificate. Based on the results of the study, the researcher suggests to the Jayapura Regency Government, especially the Sentani District to improve facilities and infrastructure, human resources, provide socialization to Kelurahan, RT/RW about population document services in the District and what are the requirements needed.
